Description
The National Oceanic and Atmospheric Administration (NOAA), Stellwagen Bank National Marine Sanctuary (SBNMS) is issuing notice of intent to negotiate a sole source procurement with Landfall Archaeological Research Consultants to provide technical services related to documentation and management of Submerged Cultural Resources with SBNMS. The Contractor shall perform the following tasks: Conduct historical research to identify found shipwrecks and potential shipwreck locations; Create archaeological research designs for all fieldwork; Conduct field investigations involving the operation of side scan sonar equipment and performance of SCUBA diving. All fieldwork shall be documented in the form of field logs, post-dive logs, and post-cruise logs; Supplement SBNMS historic shipwreck database with new data acquired through fieldwork and historical research; Supplement SBNMS GIS database with new data acquired through fieldwork; Prepare a draft nomination for National Register of Historic Places designation of the wrecks of the Portland, Crary and Palmer as per National Park Service guidelines; Conduct background research on National Maritime Landscape proposal; Assist with organization and implementation of symposium in Portland, ME during November, 2003; Assist with the design and implementation of exhibits on the shipwrecks and; Assist with the design and develop content for a website on the shipwrecks of the SBNMS. The proposed contract is for one year with options for two additional years. The proposed work is an extension of previous work with the SBNMS in designing and populating both the historical shipwreck database and the geographic information systems database. Landfall Archaeological Research Consultants has a history of providing services for both databases. Their combined knowledge and training in 19th century paddlewheel steamers, NOAA diving, NOAA policies on the management of submerged cultural resources, and the operation of side scan sonar systems provides them with unique capabilities and positioning to continue to provide these services to the Government within the required timeframes. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by March 31, 2003. Written requests may be faxed to (757) 441-3786. Telephone requests will not be accepted. The solicitation document will be issued on or about April 1, 2003. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
