- Definitional Mission for Multi-Sector Projects Kosovo The U.S. Trade and Development Agency (USTDA) wishes to announce an opportunity for small business to bid on a Competitive Total Set-Aside to conduct a Definitional Mission (DM) for Multi-Sector projects. The Contractor would have three goals: 1) to survey the Kosovo economy, focusing on the aviation, telecommunications and roads sectors, with the goal of identifying potential USTDA investments; 2) to perform standard due diligence on any projects identified; and 3) to prepare a profile of Kosovo for the Europe region, which highlights sectors and projects to be watched for their future potential as USTDA investments. This will include projects in the environmental, wastewater, mining, and manufacturing sectors. The Contractor will be required to have experts in the aviation and telecommunications sectors, as well as a generalist capable of looking at projects in a variety of sectors. They would be asked to focus on the development of Terms of Reference (TOR) for projects in Kosovo, propose budgets, explore options for financing the projects, evaluate the potential for U.S. exports, examine any potential environmental impacts, and analyze the possible impact on U.S. labor. The Contractor is required to have a road project consultant capable of reviewing the Durres?Morine road project; however, the road project consultant will not be required to travel. It will be critical that the Contractor meet with Kosovo Government officials, UNMIK and representatives from all of the major financial institutions active in Kosovo. In addition to identifying these and other potential USTDA projects, the Contractor will also be required to provide an overview of the Kosovo investment climate as it relates to USTDA?s future interest in the province. It should include projects in the environmental, wastewater, mining and manufacturing sectors that USTDA should monitor for their future potential. The team should also propose any additional DMs that should be sent to Kosovo.
