NSN 4320-00-632-8996 BACKPACK PUMP OUTFIT (METAL TANK): Shall be a complete wildland firefighter's backpack pump outfit consisting of a 4 gallon metal backpack tank with two carrying/shoulder straps and a hand pump connected by a flexible hose. The hose connects to the pump with a barbed friction fit and to the tank by a quick-disconnect fitting in which the male part is on the hose and the female self-sealing part is on the tank. The pump, tank, and all other components shall meet the following requirements: Pump - The pump, hose and male coupling shall be in accordance with Forest Service Specification 5100-256B, dated August, 1997, with the following characteristics: Single-action pump, dual nozzle tip. Pre-qualification is required. Tank - The tank and female coupling shall be in accordance with Forest Service Specification 5100-257C dated August, 1997, with the following characteristics: Galvanized steel tank, Volume - 3.9 to 4.3 US gallons. Pre-qualification is required. A certificate of conformance shall be acceptable in lieu of lot by lot testing. The certificate shall be based on tests performed by a laboratory acceptable to the Government, or on the contractor's own tests. Evidence that the tests have been performed no older than 3 years shall be made available when requested by the Government. Lot by lot visual and dimensional examination shall be required as specified. EXCEPTION TO FOREST SERVICE SPECIFICATION 5100-256: Page 3, Paragraph 3.2.7, Quick-Connect Coupler, fourth line, delete ?5100-90? and substitute ?5100-95? in its place. EXCEPTION TO FOREST SERVICE SPECIFICATIONS 5100-256 and 51000-257: In order to provide clarification to the sampling and inspection procedures as outlined within the referenced Forest Service specification and the industry standard cited therein (ANSI/ASSQC Z1.4-1993), the following exceptions shall be incorporated. All references to "defect" (or "defects") shall be deleted and the term "nonconformity" (or "nonconformities") shall be substituted in its place. Similarly, all references to "percent defective" shall be changed to "percent nonconforming" and the phrase "defects per hundred units" shall be changed to "nonconformities per hundred units." The term "rejection" shall be changed to "nonacceptance" when it refers to a result of following the specified procedure. PREPARATION FOR DELIVERY: One complete outfit shall be packaged and packed in accordance with the latest revision of ASTM D 3951, Standard Practice for Commercial Packaging. Shipments to the Department of Defense (DOD) shall be marked in accordance with MIL-STD-129. PALLETIZATION: The shipping containers shall be palletized. The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double face non-reversible pallets. The palletized load shall not exceed 2500 pounds in weight. The palletized load shall not overhang the pallet and shall not exceed 53 inches in overall height. Less than half pallet loads or loads shipped by small package carrier need not be palletized. NOTICE: All lumber used inside or outside a shipment shall be BARK FREE. UNITIZATION OF PALLET LOAD: The palletized load shall be unitized and secured to the pallet to insure that the load arrives intact. NOTICE OF SPECIAL REQUIREMENTS FOR SHIPMENT TO EUROPEAN UNION COUNTRIES: Per Clause D-FSS-468, non-manufactured wood pallets and other non-manufactured wood package material used in shipments destined for ultimate delivery to or through a European Union (EU) country shall comply with the Emergency Measures (2001/219/EC) adopted by the Commission of the European Communities (CEC). Additionally, shipments delivered to DoD distribution facilities or freight consolidation points for eventual delivery to or through EU countries shall comply with DLA PROCLTR 01-15.
