Description
The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire, through full and open competition, for Commander, Atlantic Fleet (COMLANTFLT), development and implementation of the Northeast (NE) and Mid-Atlantic (MA) Regions? Strategic Costing Models (SCMs). The SCMs to be acquired shall provide for 29 business decision reporting venues that are required functionalities/deliverables. The basic SCMs to be acquired require the inclusion of the BOS (O&MN) appropriation and the MILPERS appropriation. The solicitation will contain options as follows: Option I is for the inclusion of Non-appropriated Fund Employees in the SCMs for the NE and MA region SCMs; Option II is for the creation of a single COMLANTFLT Enterprise Strategic Costing Model that links the individual SCMs from the NE, MA, and Southeast (SE) Regions together into a single COMLANT FLT Enterprise SCM; Option III is for the performance of centralized SCM maintenance support for all three regional SCMs. Option III will contain four individual one-year options (IIIa, IIIb, IIIc, and IIId). Delivery of the base requirement is required by 30 Nov 2003. Delivery of Option I, if exercised, will be concurrent with the delivery of the base requirement. Delivery of Option II, if exercised, will be required by 31 Dec 2003. Performance of Option IIIa, if the option is exercised, shall begin the day after the delivery of the base requirement, or the day after the delivery of Option II, if Option II is exercised. For the base requirement, and for Option I, if exercised, Government office space will be provided for up to 5 contractor personnel at each of the 2 regions, NE and MA. NE Region work in the Government office space will be performed in New London, CT. M A Region work in the Government office space will be performed in Norfolk, VA. If Options II and III, Government office space will be provided for up to 5 contractor personnel in Jacksonville, FL. The solicitation will require the submission of price and technical volumes. The solicitation will consider offerors' technical submissions more important than their price submissions. The anticipated award date for this contract is 15 May 2003. All responsible sources may submit a quote which shall be considered by the FISC. The applicable NAICS code is 541611.
