Description
Brand name or equal (all part numbers listed are Quartermasters catalog numbers); descriptive literature required with all quotes bidding on equal. This procurement is set aside for small business; only small businesses will be considered for award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation number N00206-03-Q-C020 applies and is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27 and DAC 91-13. The North American Industry Classification code is 453998 and the business size is $5.0 Million. This requirement is for a fixed price contract for law enforcement equipment as follows: Line item 0001: #S69-570 Uncle Mike?s Sidekick Professional Duty Gear, Black, Ultra Duty Belts; deluxe 2? wide, ballistic weave fabric, (Qty 15-small, 50-medium, 35-large). Line item 0002: #S69-554 Dual retention duty holsters for Beretta 9mm (Qty 100 ea) Line item 0003: #S69-480-A Magazine case, double case for single row (Qty 100ea) Line item 0004: Single duty cuff case ( Qty 100 ea) Line item 0005: #S69-488 Universal radio case with swivel belt loop (Qty 100 ea) Line item 0006: #S69-491 D-cell flashlight holders (Qty 100 ea) Line item 0007: #S69-120 Monadnock PR-24FX control baton (Qty 100 ea) Line item 0008: #S69-125 PR-24 Baton swivel holders, nylon, all right handed (Qty 130 ea) Line item 0009: #S69-020 Belt keepers, set of 4 (Qty 100 ea) Line item 0010: #S96-020 LC-2 Adjustable suspenders (Qty 100 ea) Line item 0011: #S69-097 Smith & Wesson model 100 handcuffs (Qty 100 ea) Line item 0012: #Q69-141 2-cell mag-lite flashlight (Qty 25 ea) Line item 0013: #Q85-32-02 Silver plated whistles (Qty 100 ea) Line item 0014: #Q85-32-01 Gold plated whistles (Qty 20 ea). Delivery of all items is required 30 days after award of contract, to be delivered FOB Destination to: Receiving Officer, Bldg 50, Naval Support Activity, 2300 General Meyer Ave., New Orleans LA 70142. Acceptance shall be made at destination. The provisions at FAR 52.212-1, Instructions to Offerrors - Commercial Items, applies. Addendum to FAR 52.214-4: paragraph (o) Warranty -- add: "Additionally, the government will accept the contractor's commercial warranty." Add the following addendum clause: FAR 52.211-5, New Material. The clause 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders - Commercial items applies with the following applicable clauses for paragraph (b): FAR 52.203-6, Restrictions on Subcontractor Sales to the Government--Alternate I; FAR 52.222-26, Equal Opportunity, FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7012, Preference for certain domestic commodities, and DFARS 525.225-7001, Buy American Act and Balance of Payments Program. The government intends to award to the responsible contractor whose quotation is the most advantageous to the government considering price and price-related factors. This solicitation will be evaluated on the following factors: price related, technical and past performance are equal in importance. Quotations must be received no later than 3:00p.m., local time, 31Mar03. Quotations sent via U.S. Postal Service should be mailed to Purchasing Department, Bldg 11, Naval Support Activity, 2300 General Meyer Avenue, New Orleans LA 70142-5007. All quotations not sent through the U.S. mail will be considered to be hand carried and direct delivered. Hand carried quotations must be delivered directly to the Purchasing Department, Bldg 11, Naval Support Activity, 2300 General Meyer Ave, New Orleans LA 70142-5007. Direct delivery of offers is only possible during weekdays, excluding federal holidays, between the hours of 8:00a.m. and 3:00p.m., or via fax number (504)678-2430.
