Description
The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The government intends to make award to Tomba Communications, Inc., (504)349-4099. This procurement is set aside for small business; only small business quotes will be considered for award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation number N00206-03-Q-E021 applies and is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27 and DAC 91-13. The North American Industry Classification code is 423690 and the business size is 500 employees. This requirement is for a fixed price contract for radios and accessories as follows: Line item 0001: Motorola LTS-2000, 900mhz Trunking Smart-Comm radio, with high capacity battery, belt clip, antenna and tuned to system (Qty 30 each). Line item 0002: speaker microphone for LTS-2000 radio (Qty 40 each). Line item 0003: single unit charger for LTS-2000 radio (Qty 5 each). Line item 0004: six unit rapid charger for LTS-2000 radio (Qty 5 each). Delivery of all items is required 30 days after award of contract, to be delivered FOB Destination to: Receiving Officer, Bldg 50, Naval Support Activity, New Orleans LA 70143. Acceptance shall be made at destination. The provisions at FAR 52.212-1, Instructions to Offerrors - Commercial Items, applies. Addendum to FAR 52.214-4: paragraph (o) Warranty -- add: "Additionally, the government will accept the contractor's commercial warranty." Add the following addendum clause: FAR 52.211-5, New Material. The clause 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders - Commercial items applies with the following applicable clauses for paragraph (b): FAR 52.203-6, Restrictions on Subcontractor Sales to the Government--Alternate I; FAR 52.222-26, Equal Opportunity, FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7012, Preference for certain domestic commodities, and DFARS 525.225-7001, Buy American Act and Balance of Payments Program. The government intends to award to the responsible contractor whose quotation is the most advantageous to the government considering price and price-related factors. This solicitation will be evaluated on the following factors: price related, technical and past performance are equal in importance. Quotations must be received no later than 3:00p.m., local time, 31MAR2003. Quotations sent via U.S. Postal Service should be mailed to Purchasing Department, Bldg 11, Naval Support Activity, 2300 General Meyer Avenue, New Orleans LA 70142-5007. All quotations not sent through the U.S. mail will be considered to be hand carried and direct delivered. Hand carried quotations must be delivered directly to the Purchasing Department, Bldg 11, Naval Support Activity, 2300 General Meyer Ave, New Orleans LA 70142-5007. Direct delivery of offers is only possible during weekdays, excluding federal holidays, between the hours of 8:00a.m. and 3:00p.m., or via fax number (504)678-2430.
