- PLEASE READ THIS ENTIRE NOTICE CAREFULLY. THE MINERALS MANAGEMENT SERVICE/GOV.WORKS, pursuant to this BROAD AGENCY ANNOUNCEMENT (BAA), SOLICITS CONCEPT PAPERS IN SUPPORT OF THE UNITED STATES AIR FORCE AIR MOBILITY BATTLELAB. A. INTRODUCTION: The United States Air Force (USAF) Air Mobility Battlelab (AMB) seeks concept papers that address technological innovations and/or process improvements that can be demonstrated to enhance our nation?s ability to quickly deploy and sustain our warfighters by air, anywhere in the world. The AMB pursues innovation opportunities across the entire span of air mobility missions: Air Transportation (cargo and personnel), Air Drop, Air Refueling, Special Air Missions, and Aeromedical Evacuation. This Broad Agency Announcement (BAA) is issued under the provisions of Federal Acquisition Regulation (FAR) paragraphs 35.016 and 6.102(d)(2) which provides for the competitive selection of technology demonstration proposals. Contracts awarded based on responses to this BAA are considered to be the result of full and open competition and in full compliance with the provisions of Public Law 98-369, "The Competition in Contracting Act of 1984." Responses shall reference Solicitation Number 72088 . THIS ANNOUNCEMENT IS EFFECTIVE UNTIL 30 SEP 03, AND CONCEPT PAPERS MAY BE SUBMITTED AT ANY TIME UP TO THAT DATE. A copy of this BAA is also posted on the World Wide Web at http://www.amwc.af.mil/wcb. There will be no other solicitation issued for this topic. B. OBJECTIVE: The AMB seeks ideas and solutions that reduce mobility response time and/or air mobility cost to the Department of Defense, reduce the deployable support structure, increase combat capability and effectiveness during deployment, and/or enable USAF members who support air mobility missions to do their jobs better, cheaper, and/or quicker. AMB?S PRIMARY FOCUS IS THE IDENTIFICATION, INVESTIGATION, AND DEMONSTRATION OF INNOVATIVE IDEAS, TECHNOLOGIES, AND CONCEPTS THAT ARE CAPABLE OF BEING FIELDED IN 18 MONTHS OR LESS. AMB seeks first to use contractor-loaned equipment or to participate in Cooperative Research and Development Agreements (CRADAs), but has funds available to contract for several demonstrations costing as much as $400,000 each. The AMB conducts operational demonstrations of innovative mobility concepts, evaluates their military worth, and presents its assessments to senior decision makers--frequently to the Commander of Air Mobility Command, Commander in Chief of the U.S. Transportation Command, and Chief of Staff of the USAF. CURRENTLY, HIGH INTEREST AREAS INCLUDE: 1.) Detection and defeat of radio frequency (RF) and infrared (IR) threats; 2.) Automatic identification of friend or foe (IFF) onboard mobility aircraft; 3.) Deployed and in-garrison force protection that includes threat detection, situational awareness, and mitigation measures in both conventional and weapon of mass destruction (WMD) environments; 4.) Zero-visibility, zero-ceiling autonomous aircraft precision landing systems; 5.) Aircraft and airfield operations under blacked-out conditions; 6.) Broad band communication between airborne Aeromedical Evacuation personnel and either military or civilian aircraft and/or ground medical units; 7.) Real time in-transit visibility (ITV) and total asset visibility (TAV); 8.) Detection and defense against intrusion or attack of command, control, communications, computers, and intelligence (C4I) systems and networks; 9.) Secure worldwide voice and data link communications for secure global C4I connectivity between mobility air forces (MAF), Civil Reserve Air Fleet (CRAF) aircraft, command and control (C2) centers, and mobility ground forces; and, 10.) Fast cargo screening for detection of explosives. However, this BAA solicits concept papers with the potential to enhance Air Force operations within any element of air mobility operations, or their interfaces with the rest of the Defense Transportation System (DTS). C. HOW TO RESPOND/ADDITIONAL INFORMATION: (1) DO NOT SUBMIT PROPOSALS AT THIS TIME; ONLY CONCEPT PAPERS WILL BE EVALUATED. The purpose of the concept paper is to preclude effort on the part of an offeror whose proposed work is not of interest to the Government. (2) Offerors are advised that only a warranted Contracting Officer is legally authorized to commit the government to an award under this BAA. (3) Security Requirements: every precaution must be taken to protect potentially sensitive or classified material. Such material should not be transmitted across open-source media like public telephone, fax, Internet, or email. If a submitter has any reason to suspect their concept may reference ideas or operations that require special protection, please contact Mr. Michael Corson at (609) 754-7609 prior to submission for additional guidance. In general, potentially sensitive submissions should be sent via REGISTERED MAIL to the mailing address listed in Section D of this BAA. Specific laws and regulations directing the proper methods for transmission of classified concepts may bind submitters who are supported by an accredited security office. (4) Successful offerors must comply with the Privacy Act, AFI 37-132. (5) Offerors are requested to provide their Commercial and Government Entity (CAGE) number, if they have one. (6) Every effort will be made to protect the confidentiality of the concept paper and any evaluations. Non-government advisors might be used in the technical evaluation of concept papers and proposals in direct support to AMB; however, AMB will ensure that any non-government advisor executes a Non-Disclosure Agreement prior to participating in an evaluation. (7) Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to apply. (8) Notice To Foreign Offerors: Foreign or foreign-owned offerors are advised that their participation is subject to foreign disclosure review procedures and restrictions that could preclude their participation in this announcement. (9) The cost of preparing concept papers in response to this announcement is not considered an allowable direct charge to any other contract. However, the cost may be an allowable expense to the normal bid and proposal indirect cost in accordance with FAR 31.205-18. D. CONCEPT PAPER PREPARATION INSTRUCTIONS: Each concept paper must address only a single concept and should describe the expected benefit(s) to the Air Force. The concept paper may address new technology, tactics, techniques, and/or procedures. Unnecessarily elaborate brochures or presentations are not desired. USE OF A DIAGRAM OR FIGURE TO DEPICT THE ESSENCE OF THE PROPOSED CONCEPT IS STRONGLY ENCOURAGED. Submitter's concept paper shall not exceed three (3) pages (including diagrams, figures, etc.), using 10-12 point type, in Microsoft Word or Adobe PDF file format. Concept papers in excess of three pages will be returned to the offeror for resubmission in accordance with the page limitations. Additionally, the offeror shall submit an unclassified, non-proprietary title and summary, not to exceed one (1) additional page. Multiple concept papers addressing different topic areas may be submitted by each offeror. The submitter must mark the concept paper with a protective legend IAW FAR 52.215-1(e). THE CONCEPT PAPER SHALL BE FORMATTED AS FOLLOWS: Section A: Title, Offeror, Date, E-Mail Account, Phone #, Fax #, Organization/Office Symbol, Address, Period of Performance, Cost of Effort; Section B: Concept-What is the innovative technology, process, tactic, or procedure you are proposing? Section C: Potential Users--Which members of the USAF and/or DoD operational community will benefit from this concept? Section D: Operational Impact--How will the demonstrated concept enhance Air Mobility operations? Section E: Operational Demonstration--How do you envision execution of the operational demonstration? What is the proposed demonstration methodology? Section F: Support Components--What additional things are required to conduct the demonstration (i.e., hardware, software, data, facilities, training, etc.)? Section G: Expected Results/Product of the demonstration--What will be the final product of the demonstration (i.e., a paper report, "bread/brass board" prototype, a unit ready for fielding, etc.)? Section H: Please note any contracts of which the offeror is aware that are related to this concept, and include the contract point of contact's current telephone # and address, if available. Section I: Include the following statement: "I consent to the release of proprietary, confidential, or privileged commercial or financial data related to this concept paper to non-government advisors, duly bound by non-disclosure agreements, who are working in direct support of the Air Mobility Battlelab?s concept review and analysis process." BASIS FOR AWARD: Those offerors with concept papers found to be consistent with the intent of this BAA and of interest to the Government may be invited to submit a complete Technical and Cost/Business proposal, to include a Statement of Work. A request for proposal does not assure the offeror that their organization will be awarded a subsequent contract. Proposals, when requested and submitted, will be evaluated as they are received. Individual proposals will be evaluated for acceptability or non-acceptability without regard to any other proposals submitted under this announcement. PROPOSALS WILL BE EVALUATED UNDER THE FOLLOWING CRITERIA, LISTED IN DESCENDING ORDER OF IMPORTANCE: (1) Impact of the proposed concept on enhancing air mobility operational capabilities; (2) Technical merit of the proposed concept, with an emphasis on technically mature, creative and innovative solutions; (3) Realism and reasonableness of the proposed cost; (4) Anticipated period of performance, which should not exceed 18 months from contract award to completion of the concept operational demonstration. The technical, cost, and schedule information will be evaluated at the same time during the evaluation process. No further evaluation criteria will be used in awarding a contract under this BAA.
