Description
DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation #528(A6)-5-03 Request for Proposal (RFP) is being requested and a written solicitation will not be issued. Solicitation documents, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2001-12. This procurement is unrestricted. The NAICS is 333293 (size is 500 employees) is applicable to this procurement. A firm-fixed price contract is anticipated. The VA Healthcare Network Upstate New York at Bath, has a requirement to purchase for the Network graphic Arts/Print Shop, a Digital Platemaker 34, manufactured by A.B. Dick Company or equal. =20 The associated components required are: one (1) ScanMaster System which allows for importing and manipulating images, text, line art and tints from hard copy and pre-printed originals into a digital workflow; one (1) Easy Trap Software System which allows for difficult to hold perfect registration on high quality offset presses; one (1) Pentium Based Computer System to interface with facility Macintosh network of computers and Windows 2000 operating system. Electrical Requirements: 180-250 volts AC, 20 amps@60 Hz, 16 amps@50 Hz. Proposals submitted by interested contractors shall include: all warranty information; technical data; travel hours; installation hours; annual software maintenance and support; and required on-site training for both the Platemaker and computer operating system, all of which, is to be provided by the successful contractor. Proposals shall be submitted only as F.O.B. destination. The following FAR clauses apply to this solicitation: 52.212-1 Instructions to Offerors =96 Commercial; 52.212-2 Evaluation =96 Commercial Items (evaluation will be based on technical, price and past performance); 52.212-3 Offer Representations and Certifications =96 Commercial items (Offerors shall submit a completed copy of the Representations and Certifications with their offers); 52.212-4 Contract Terms and Conditions =96 Commercial Items; and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive orders =96 Commercial Items. The following FAR clause is also incorporated by reference: 52.215-20. VAAR clauses: 852.211-70 Requirements for Operating and Maintenance Manuals; 852.211-71 Guarantee Clause; 852.211-77 Brand Name or Equal; and 852.270-4 Commercial Advertising. The Government will award a purchase order/contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government. The following fctors shall be used to evaluate offers: (a) Technical capability of the item offered to meet the Government=92s requirements; (b) Past Performance; and (c) Price. =20 Technical capability and past performance are equal and are more important that price. Offers are to be submitted in writing and sent to the attention of: William C.
