- Description
- Under the authority of 41 U.S.C. 253 (c) (1), as set forth in FAR 6.302-1 and HHSAR 306.302-1, The National Institutes of Health (NIH), intends to negotiate a contract with Knowledge Sharing Systems, Inc., 4961 Bethesda Avenue, Bethesda, Maryland 20814 to manage, maintain, upgrade and monitor all aspects of the technology transfer process for the Office of Technology Transfer (OTT). The OTT uses an electronic technology tracking system, known as the NIH TechTracS, a 4th Dimension (4D) relational database, to manage and monitor all aspects of the technology transfer process including CRADAs, invention disclosures, U.S. and foreign patent prosecution, license applications and licensing agreements, technology marketing, royalties? collection, technology abstracts, statistics, maintenance and upgrading of both hardware and software and financial management. These services are required for a period of one year with four one-year option periods. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to this requirement by submitting written capabilities/specifications to the Contract Specialist at the address stated above. Two copies of the capability statement must be received at the address identified in this synopsis no later than 15 calendar days from date posted on FedBizOpps. IF USING A COURIER SERVICE, UPS, FEDERAL EXPRESS, OR EXPRESS MAIL, THE CITY AND ZIP CODE SHOULD READ ?ROCKVILLE, MD 20852?. This notice of intent is not a request for competitive proposals however all responses received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
