Description
The United States Navy, Naval Facilities Engineering Command, Engineering Field Activity Mediterranean issues a Notice of Intent to Invite Bids for the construction of the following project: Zappala Roads and Utilities Phase III-Communications Cabling at Aviano Air Base, Italy. This is a NATO funded construction project. The scope of work includes installation of a communication network and two routing structures located within the Flight Line and Zappala area. Construction is planned for a network of duct bank encompassing the Flight Line and connecting to an existing duct bank system in the Zappala area. Demolition work is considered minimal and limited to removal of trees, shrubs and fencing located along the duct bank alignment. The project is programmed to service the Integrated Communications Complex and provide for the increasing telecommunication and data transfer demands of Aviano Air Base. Special Conditions Site demolition: Demolition work includes demolishing and removal of approximately 10,000 sq. meter of 250mm thick asphalt pavement section and 30m of 50mm high concrete curb and gutter, 100sq meter of 400mm thick concrete taxiway section. Site Grading: Rough and fine grading of entire alignment and miscellaneous locations, totaling 65,000sq m site. Landscaping: Seeding and sodding of 55,000sq m of turf for areas disturbed by construction. Communications buildings: Walls: reinforced concrete with a combination of 3- coat stucco finish and 3-coat paint system. Roofing: Portuguese style clay tile system, including a substrate system of modified bitumen sheet moisture barrier over a rigid insulation and sleeper system substrate. Exterior personnel doors: flush aluminum doors and frames with stainless steel hardware including overhead holders for equipment transfer. Foundation: reinforced cast-in-place concrete spread footing to support the columns and reinforced cast-in-place concrete strip footings to support the exterior and interior concrete walls. Slab on grade: Ground floor construction will consist of a cast-in-place concrete slab on grade on capillary fill and polyethylene vapor barrier. The slab will be reinforced with welded wire fabric for shrinkage crack control. Structural system: consists of exterior and interior reinforced cast-in-place concrete bearing/shear walls supporting the attic slab. Supported floor: the supported floor is a reinforced cast-in-place concrete "attic" which serves to act as a diaphragm to distribute wind and seismic shear loads to the shear walls and to support suspended piping and miscellaneous equipment. HVAC: system utilizing split system air to air heat pumps. The split system shall be approximately 2 tons and shall utiloze a direct expansion circuit for heating and cooling. Power system: rated for 220/380volts, 3 phase, 4 wire. All systems rated 50 hertz. No 60 hertz systems in project. Lighting system Fire alarm system Grounding system Lighting Protection system shall be required for communications huts. Service Lines: Communication service lines distribution systemincludes empty manhole and duct bank system, to extend from the duct bank backbone to service all existing and proposed facilities in Area F. Complete fiber optic and copper system cabling to fill both the backbone and service lines. Comprehensive site survey report: A comprehensive site survey of present conditions and integrating this survey into previously completed site surveys. Investigation also includes inspecting and documenting the existing communication system manholes in the Zappala area. A questionnaire will be distributed to all interested bidders to complete. All applicants must be certified by the NATO procurement officer at the U.S. Department of Commerce, Office of Telecommunications Technologies.
