Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. NAICS 541612. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-09. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.-1 (4/84); Instructions to Offerors-Commercial Items 52.212-1; Evaluation-Commercial items 52.212-2 (10/97); Offeror Representations and Certifications 52.212-3 (10/98); Contract Terms and Conditions - Commercial Items 52.212-4 (05/01); Contract Terms and Conditions Required to Implement Statutes or Executive orders-Commercial Items 52.212.-5 (10/98). ALL RESPONSIBLE SOURCES MAY SUBMIT A PROPOSAL FOR CONSIDERATION. PROPOSALS ARE DUE BY April 01, 2003, 4:00PM Local time. Offers to include Tax Payer Identification Number (TIN), DUNS number and business size. SPECIFICATION/ Statement of Work The USDA Forest Service has a requirement to review and develop classification and staffing content for an automated system --Avue Digital Services (ADS). Background: The USDA Forest Service is in the process of implementing Avue Digital Services throughout the agency. The majority of the work will be on the Classification and Staffing modules. These module support three major HR activities, position management, recruitment, and staffing. Position management activities supported include job evaluation, job analysis, classification, pay, performance plan development, and competency development. ADS automates the processes involved in creating classified positions and provides key documentation related to the position, analyzes a position and determines likely relationships between duties, job classification, compensation level, performance standards, employee development activities, and training. All of the documents are totally integrated and correlated back to critical job activities. Document editing is tracked and the classification analysis and documents generated are recalibrated to account for position edits. Scope: The system currently has content typically across the Federal Government i.e., Information Technology Specialists, Secretaries, Budget Analysts, etc. However, the content needs to be reviewed in some cases and developed in instances where no content exists for occupations specific to the Forest Service. I. The Contractor shall: A. Review existing content for all administrative, technical, clerical, professional, and wage grade major duty statements in the Avue System. Ensure grade levels generated by the automated system are in accordance with appropriate OPM classification Standards. Ability to prepare written rationale to document findings and recommendations. B. Develop customized content for occupations where content does not exist by working with subject matter experts to create descriptions of work, Knowledge, Skills, Ability (KSAs), job analysis, and crediting plan. C. Review existing content and determine if the KSAs that are developed in the classification module are appropriate for the position. D. Identify gaps in content of standard position descriptions (PD). Develop and present findings, observations, and recommendations to Lead Classification and Lead Staffing Specialists. E. Build integrated classification/staffing Agency Position Files for all current Standard PDs and add those where gaps have been identified. F. Build career ladders associated with most of the current standard PDs. G. Work with ADS content team as necessary to ensure that content in APFs is also reflected in the content statements within ADS. H. Test content changes. I. Identify issues tied to content and recommend solutions. J. Travel at a minimum once per month for one (1) week. K. Must have own personal laptop and internet service. Technical Requirements: Skill and knowledge to accomplish the work outlined in Section I above. The knowledge and skill required to do this work requires in-depth knowledge of federal classification and staffing sufficient to classify positions in the Federal Wage Grade and General Schedule Systems. Knowledge is also required of Position Management principles and practices sufficient to understand the relationship between the various levels of the Agency?s structure and management. Experience in classifying and staffing in the Federal system is required. The Forest Service will provide access to the systems being used for implementation. The Contractor will be required to sign a Non-disclosure Agreement Form for being able to use AVUE Digital Services software. The duty location will be in Atlanta, GA, however the selectee will be expected to travel at a minimum of one (1) week per month. Selectee may be allowed to work in a virtual setting offsite on a case-by-case basis. Anticipated performance period is 12 months. II. The USDA-Forest Service, Human Resources Management shall: A. Provide a project manager responsible for coordination and fulfillment of the terms of the agreement, provide prompt access to management officials and copies of all pertinent documentation, and coordinate specific project requirements with the contractor; B. Provide specific instructions of the series content to be worked and the timeframes for completion. III. Engagement Specific Information. The following deliverables and due dates pertain to this engagement: Deliverable- Complete classification and staffing content, DUE DATE: Within 30 days for each set of review and finalization for assigned series. Twenty (20) Series assigned. All proposals received will be evaluated and scored in areas of: technical, past performance, and cost. The Government intends to award a contract resulting from this solicitation to responsible Offeror whose proposal represents the best value after evaluation of factors in this solicitation.
