Description
The U.S. Environmental Protection Agency has a requirement for the Office of Air and Radiation; Office of Transportation and Air Quality; National Vehicle and Fuel Emissions Laboratory; Advanced Technology Division, involving providing flexible engineering support related to vehicles and engines. Efforts will be focused on reducing emissions and improving efficiency (to lower carbon dioxide emissions). Required work may include design, fabrication, refinement, development, and testing support on vehicles, engines, vehicle systems, components, subsystems, control systems, and fuel systems. All vehicles, engines, vehicle systems, components, control systems, and fuel systems required to initiate work will either be developed by the contractor or furnished by the Government. It may be necessary to convert this equipment to alternate-fuel operation after acquisition. The contractor shall provide all personnel, supervision, materials, services, equipment and facilities to design, develop, modify, fabricate, procure, test, calibrate, and perform engineering tasks on the requisite components. EPA intends to award a Cost-Plus-Fixed-Fee (CPFF) contract with a base period of 12 months, and a total of 13,100 Level of Effort (LOE) hours. The contract will contain options for four additional 12 month performance periods, for 13,100 LOE hours each, which if exercised, makes the potential total contract performance term, 5 years. Each performance period will contain options for additional quantities of 32,750 LOE hours. Solicitation No. PR-CI-03-10417 is expected to be issued by April 30 and close 30 days thereafter. It will be available on the Internet at www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the web site. Hard copies will not be distributed. It is the responsibility of potential offerors to frequently check the site for amendments. The solicitation is subject to full and open competition, all responsible sources may submit a proposal which will be considered by EPA. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiation. The applicable NAICS code is 541330.
