Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), intends to award a modification to sole-source firm-fixed price contract N00019-03-C-6554 with Honeywell, Defense Avionics Systems, 9201 San Mateo Blvd, Albuquerque, NM for one additional year of full rate production and support of the Advanced Multi-Purpose Color Display (AMPCD) system. The AMPCD replaces the legacy Multi-Purpose Color Display (MPCD) in the F/A-18C/D and AV-8B. Military aircraft continue to require a replacement display to remain mission capable as the legacy display becomes unsupportable in Fiscal Year (FY) 2003. The AMPCD shall comply with the approved Performance Specification for Advanced Mission Computer and Displays (AMC&D) Advanced Multi-Purpose Color Display (AMPCD), Interface Control Document(s), and Full Rate Production Statement of Work for AMPCD. The modification will extend the contract for one year, providing for the procurement of AMPCD systems for use on the F/A-18C/D and AV-8B with interim depot repair support. Estimated quantities include 65 each U.S. Navy AMPCD systems plus 35 each spares, with options for a total of 85 Foreign Military Sales (FMS)/Allied AMPCD systems, and an option for up to 20 additional systems. The production support element of this procurement will include, but is not limited to, platform integration and support and depot level repair of repairables. Deliveries will be made to various locations throughout the continental United States as well as to FMS customers. Delivery will be required to begin within 13 months from the date of modification award or option exercise. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. There is an AMPCD FRP competitive procurement currently in process; however, hardware deliveries under that contract will not be delivered in time to prevent downing fleet aircraft in early FY 2005. Therefore, as the designer, developer, and currently the sole manufacturer of the AMPCD, only Honeywell has the requisite knowledge, experience, technical data, and qualified AMPCD system required at this time to successfully support critical near term fleet requirements. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which shall be considered by the Naval Air Systems Command.
