Description
The Richard L. Roudebush VA Medical Center, Indianapolis, IN, is soliciting for the services of an Architect/Engineer (A/E) firm to provide services for Project No. 583-03-10 =93 HVAC Design for Ortho Clinic=94. Area of consideration is restricted to firms located within a 120-mile driving distance of the VA Medical Center, 1481 West Tenth Street, Indianapolis, IN 46202. Design work entails designing the renovation of the existing HVAC system within the existing Quality Management Service space and adjacent Radiology Service space on the second floor of Building 1 in order to accommodate a new 4,000 square foot Ortho Clinic. As part of the overall HVAC design, the firm shall analyze/review the existing exterior ductwork riser deficiency and provide a solution for how to prevent the uninsulated ductwork from causing a large amount of condensation within the area fed by the ductwork. This exterior ductwork forms a portion of the interior ductwork within the space to be renovated. The firm shall prepare a written recommendation for correction of this deficiency and it shall incorporate the solution to the deficiency within the overall HVAC design. All work shall be in accordance with current VA design guidelines/criteria, standards and requirements, as well as ASHRAE, JCAHO, NFPA, Uniform Building Codes, OSHA, and other local/federal codes. Scope of work includes (1) Preparation of complete construction drawings and specifications, within funding limitations, (2) Preparation of detailed construction cost estimates at the two (2) design review stages, (3) Construction period services, and (4) As-Built drawings. AUTOCAD 2002 and Microsoft Word 6.0 shall be used in preparation of the contract drawings/as-builts and construction specifications, respectively. The A/E shall submit the 100% completed and approved design on one (1) set of reproducible mylars and one (1) CD. The firm shall consult with the facility AutoCAD Manager to ensure that drawings are provided in a consistent manner with facility in-house practices before design work commences. Design reviews shall be submitted at the 50% and 100% stages for VA review and approval.=20 Design completion time is 45 calendar days from notice to proceed after award of a design contract. Estimated construction cost is between $250,000 and $500,000. This procurement is set aside exclusively for emerging small businesses. The applicable NAICS code is 541310 and the small business size standard is $4.0 million in average annual gross revenue/receipts for the last three (3) fiscal years. =93Emerging small business=94 is defined as a small business concern whose size is no greater than 50 percent of the numerical size standard applicable to the North American Industry Classification System (NAICS) code assigned to a contracting opportunity. In addition to the selection criteria listed in Numbered Note 24, the following selection criteria will be used: (1) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness, (2) Record of significant claims against the client because of improper or incomplete architectural and engineering services, and (3) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team.
