Description
It is the intent of National Library of Medicine (NLM) to procure on a sole source basis from Sarah S. Wagner, LLC for photograph preservation services for the Preservation and Collection Management (PCM) Section. NLM needs the services of a highly qualified and experienced photograph conservator available to work part-time between the hours of 8am to 5pm, Monday through Friday, in the onsite Conservation Lab. The work schedule is expected to vary. NLM intends to procure photo conservation services for the period of one year, with options for two (2) successive one-year periods. The initial period of performance is anticipated to begin on or about April 8, 2003. The photo conservator treats a variety of valuable and unique photographic prints and negatives and selected flat paper materials from the History of Medicine Division's collections. Treatments include, but are not limited to, cleaning, removal of adhesives and stains, mending tears and voids, flattening, replacing acidic mounts, and require specialized knowledge in the safe use and storage of hazardous chemicals. The photo conservator: 1) advises NLM on photo preservation strategies, setting priorities, storage enclosures, environmental conditions, onsite and offsite treatment options, reformatting options, and disaster recovery; 2) writes procedures for and provides hands-on training in recovering water-damaged materials; 3) recommends specific conservation supplies and equipment and provides order information; 4) provides hands-on training in identifying formats, care and handling, re-housing, and assessing the physical condition of items; 5) as requested, provides written descriptions of condition and treatment options; 6) as requested, evaluates the quality of photo conservation treatments performed by offsite vendors; and 7) as requested, writes procedures, reports, and summaries of treatments performed. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide service as specified above. Responses must be in writing and must be received in this office within fifteen (15) calendar days from publication date of this notice, and must include pricing information and meet the criteria requirement.
