Description

This is a Sources Sought Notice for an Office of Management and Budget (OMB) Circular A-76 Commercial Activities Study of Clerical Services presently being performed by the U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) in Kansas. Please read this entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is NOT a request for proposal and in no way obligates the Government to award a contract. The USDA, NRCS is seeking sources capable of providing Clerical Services in Ottawa, Kansas. Duties will include receiving visitors, answering telephones, receiving and distributing incoming mail, preparing outgoing mail, photocopying, preparing correspondence and electronic documents, maintaining supplies, processing training and travel requests, inputting time and attendance, processing faxes, and filing documents. Currently, the Government in-house workforce performs these services. NRCS is planning a Direct Conversion Study. Offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. The requirement will fall under the North American Industry Classification System (NAICS) code 561110. In addition, to assist in the planning of acquisition strategy, please respond to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT WILL NOT BE ACCEPTED. The solicitation will be made available on the Internet when it is released. NO SOLICITATION EXISTS AT THIS TIME. It is anticipated that the solicitations may be released approximately April 21, 2003. The solicitations will be made available on the Federal Business Opportunities site when they are released. It is recommended that you respond to this notice, including all of the information above. It is the responder?s responsibility to provide an e-mail address that is current and valid through the time of notification.
