- Description
- The Fleet and Industrial Supply Center, Puget Sound has a requirement for the Puget Sound Naval Shipyard (PSNS) for an on-site installation of a Drilling & Milling Center system. This will include the preparation of the work-site, the assembly, installation, and testing of the equipment, and the training of operator and maintenance personnel as specified in the Statement of Work (SOW). Contractor to provide: One (1) DRILLING & MILLING CENTER to include the following minimum features: Head movement (Y axis) 96 inches, Bridge movement (X axis) 108 inches, Workpiece Height Capability 24 inches, Drilling Speed 1000 RPM, on a 2 ? inch hole, using an Indexable Carbide Drill, rate of 5 IPM, on HTS @ (100% duty cycle), Positioning Accuracy (X, Y, Z axis) +/- .001 inch,Positioning Repeatability (X, Y, Z axis) +/- .0005 inch, Material hold downs/clamping required on cutting table, X-Axis Way Covers, Coolant filtration system, Coolant Tank Capacity sufficient to maintain continuous flow, Adjustable Coolant Flow up to 1000 psi @ 13 GPM, Modular Tool Changer, Chip Conveyor System, Digital Hour-meter, Bridge Clearance of 24 inches +/- 2 inches Work area enclosure (Coolant-chip screen) around equipment, Foot-petal and Hand switch for tool changing, Part Probe for X, Y, Z Axis Coordinates, Dual, Closed Servo Loop Rack and Pinion Drive System, Carriage Over travel Limit Switches; Spindle Requirements to include the following minimum features: Spindle movement (Z Axis) 24 inches (distance measured from table to bottom of bridge), Adjustable Spindle Speed up to 6000 RPM with 4 to 1, 2-speed gear Box Detachable Right Angle Head, Through Spindle Coolant, Machine Mounted Coolant, Device/Fixture, Spindle Drive Power (duty/continuous)(35/30 Horsepower) One (1) CNC Controls to include the following minimum features: The CNC Controller shall accept ASCII code (i.e. m or g-code) as inputs/outputs A spare EIA RS-232D asynchronous communication port installed in the controller for communicating with other computer systems and devices, 2 MB Part Program Storage Digital Readout, Peck Cycle with Full Tooling Extraction, Machine Cartesian Coordinate (x-y) Homing Ability, Full Functional Control of all Machine Tools, Functions and Capabilities. Storage and retrieval of multiple job files/programs on the installed floppy disk drives. Edit, Modify, and Run Job Files/Programs. NOTE: The host computer system IS NOT a part of the equipment to be supplied by this specification but any communication software and hardware required to communicate with the proposed system shall be provided in a format compatible with the Shipyard's host (MS-WINDOWS 2000) operating systems. One Tooling Package and one Tool Bin shall be provided which meets requirements to be specified in Statement of Work. It is the Governments intent that a single (primary) contractor be awarded this contract and be responsible for all work specified in the SOW. The procedures of FAR PART 12, Commercial Acquisition will be utilized. The Government foresees a firm fixed price supply type contract. Required Delivery Date is 30 April 2004. Installation of equipment shall be at Puget Sound Naval Shipyard, Bremerton, WA. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link, www.neco.navy.mil. It is anticipated that the RFQ, will be issued on or about 7 April 2003, with offers due on or about 30 April 2003. All offerors wishing to submit an offer, are responsible for downloading their own copy of the RFQ from this website (WinZIP or other unzipping software is required) and to frequently monitor that site for any amendments to the RFQ. Interested parties may utilize www.fedbizopps.gov and request an E-mail notification by clicking on the "FedBizOpps Vendor" tab then "Acquisition Notification service" then "register to receive notification by solicitation number." By registering with this service, you should receive notification as to when the solicitation has been uploaded to the NECO website. PLEASE NOTE: FISC PUGET SOUND DOES NOT GUARANTEE THIS NOTICE. OFFERORS ARE STILL RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION ON THE NECO WEBSITE. No telephone or fax requests for the RFQ package will be accepted. An email request to brian_r_begley@puget.fisc.navy.mil will be accepted only in the event an offeror experiences problems downloading the RFQ from the NECO website. No bidders list will be maintained by this office. No paper copies of the RFQ and/or amendments will be mailed. Failure to respond to electronically posted solicitations or quotes and associated amendments prior to the date and time set for receipt of proposals or quotes may render your proposal or quote nonresponsive and result in the rejection of same.
