Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON), has a requirement to refurbish 18 medium-wave (MW) Broadcast Towers at its Transmitting Station located at Pinheira, Democratic Republic of Sao Tome and Principe (West Africa) in the Gulf of Guinea approximately 90 miles west of Gabon. Each of the 18 towers are approximately 100 meters in height. The Contractor shall be required to: (a) clean, strip, and paint the towers; (b) clean and coat the guy cables; and (c) replace bolts as indicated in the field. The total estimated construction price range to accomplish the above work on all 18 towers is between $1,000,000 and $5,000,000. The total estimated construction price range to accomplish mobilization, surface preparation, painting, guy coating, and fastener replacement for Array I (5 towers) is between $1,000,000 and $5,000,000. The total estimated construction price range to accomplish surface preparation, painting, guy coating, and fastener replacement for Array II (5 towers) is between $500,000 and $1,000,000. The total estimated construction price range to accomplish surface preparation, painting, guy coating, and fastener replacement for Array III (8 towers) is between $500,000 and $1,000,000. Due to funding constraints, each of the three arrays will be a separate, optional line item to be awarded as funding becomes available during FY-03. The proposed period of performance of this work requires completion within one year from issuance of the Notice-to-Proceed. The contractor shall be responsible for visiting the Sao Tome Transmitting Station to verify local conditions. The Offeror shall be required to submit: (a) a Personnel Health and Safety Plan and (b) a Fall Protection Plan as part of its technical proposal. Pursuant to FAR Subpart 15.304 (e), Offerors are hereby notified that the basis for award will be price and other technical factors, with technical factors being significantly more important than price. The following technical factors will be used in determining each Offeror=s technical score: (a) demonstrated recent (within the past 5 years) experience in the preparation and painting of guyed towers at least 100 m in height; (b) demonstrated recent (within the past 5 years) experience in the application of coatings on guy cables for guyed towers at least 100 m in height; (c) demonstrated recent (within the past 5 years) experience in working on antenna systems in high (100 kW or greater) RF environments; (d) proposed technical approach to perform the work; (e) demonstrated ability to mobilize resources in remote geographical locations; (f) qualifications of Offeror=s Project Manager and/or Crew Chief as demonstrated by resumes submitted; (g) adequacy of the proposed Health and Safety Plan; and (h) adequacy of the proposed Fall Protection Plan. The IBB intends to issue a Request for Proposal (RFP) solicitation for this negotiated firm-fixed-price procurement in April 2003, with a proposal response date of 30 days after release. Please reference Solicitation No. BBGCON3603S1059 on all correspondence regarding this notice. All written requests for copies of the RFP must include your company name, mailing address, telephone number, and facsimile number. No telephone requests for this RFP will be honored. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals shall be considered by the Agency. This FBO notice is not a RFP, IFB, or RFQ.
