- The Federal Bureau of Prisons, Community Corrections Contracting is soliciting quotes for the provision of Substance Abuse Treatment services for the Federal offenders located in Fargo, North Dakota, Grand Forks, North Dakota, and in Crookstone, Minnesota under full and open competition. The Request for Quote is issued under NAICS Code 621420 with a size standard of $8.5 million. The Contractor must be able to provide proper documentation on current certification and/or license to operate the facility. The Contractor's facility must be accessible by public transportation if not within walking distance from the current Community Corrections Center in Fargo, North Dakota, and Grand Forks County Jail, Grand Forks, North Dakota, and Northwest Regional Correctional Center, Crookstone, Minnesota. The services described shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment Statement of Work dated November 16, 1999. A requirements contract is anticipated. The estimated performance periods for the services are: Base Period: 10/01/03 thru 02/29/04 (5 months); and Option Year 1: 03/01/04-02/28/05. There are three line item services required: Base Period: Line Item: 1.1 Intake Assessment = 1 estimated quantity 1.2 Individual units of counseling (duration of 30 minutes per session) Estimated 8 units per month @ 5 months = 40 units for three (3) offenders = 120 (a) Fargo, ND 40 estimated units for (1) offender = 40 (b) Grand Forks, ND 40 estimated units for (1) offender = 40 (c) Crookstone, MN 40 estimated units for (1) offender = 40 1.3 Group Counseling (duration of 30 minutes per session) Estimated 12 units per month @ 5 months = 60 units for three (3) offenders (a)Fargo, ND 60 estimated units for (1) offender = 60 (b)Grand Forks, ND 60 estimated units for (1) offender = 60 (c)Crookstone, MN 60 estimated units for (1) offender = 60 Option Year 1: Line Item 2.1 Intake Assessment = 1 estimated quantity 2.2 Individual units of counseling (duration of 30 minutes per session) estimated 8 units per month @ 6 months = 48 units for 6 offenders = 288 estimated total individual counseling units (a) Fargo, ND 48 estimated units for (4) offenders = 192 (b) Grand Forks, ND 48 estimated units for (1) offender = 48 (c) Crookstone, MN 48 estimated units for (1) offender = 48 2.3 Group Counseling (duration of 30 minutes per session) Estimated 8 units per month @ 6 months = 48 units for 6 offenders = 288 estimated group counseling units (a) Fargo, ND 48 estimated units for one (4) offender = 192 (b) Grand Forks, ND 48 estimated one (1) offender = 48 (c) Crookstone, MN 48 estimated one (1) offender = 48 Quotes received will be evaluated against the evaluation factors namely Past performance, Technical and Price. Past performance and Technical, when combined will be equal to Price.
