Description
The Federal Bureau of Prisons, Community Corrections Contracting is soliciting quotes for the provision of Substance Abuse Treatment services for the Federal offenders located in the Bismarck, North Dakota area under full and open competition. The Request for Quote is issued under NAICS Code 621420 with a size standard of $8.5 million. The Contractor's facility must be able to provide proper documentation on current certification and/or license to operate the facility. The Contractor's facility must be accessible by public transportation if not within walking distance from the current Community Corrections Center located in 315 W. Indiana Avenue, Bismarck, South Dakota 58502. If not accessible by public transportation, Contractor will be responsible for transportation for treatment. The services described shall be in accordance with the Federal Bureau of Prisons' Transitional Drug Abuse Treatment Statement of Work dated November 16, 1999. A requirements contract is anticipated. The estimated performance periods for the services are: Base Period: 10/01/03 thru 05/31/04 (8 months); Option Year 1: 06/01/04 thru 05/31/05, and Option Year 2: 06/01/05 thru 05/31/06. There are three line item services required: Base Period: Line Item (1) Intake Assessment = 1 estimated quantity Line Item (2) Individual units of counseling (duration of 30 minutes per session) Estimated 8 units per month @ 8 months = 64 units for one (1) offender = 64 estimated total units Line Item (3) Group Counseling ((duration of 30 minutes per session) Estimated 8 units per month @ 8 months = 64 units for one (1) offender = 64 estimated group counseling units Option Year 1: Line Item (1) Intake Assessment = 1 estimated quantity Line Item (2) Individual units of counseling (duration of 30 minutes per session) estimated 8 units per month @ 6 months = 48 units for 3 offenders = 144 estimated total individual counseling units Line Item (3) Group Counseling ((duration of 30 minutes per session) Estimated 8 units per month @ 6 months = 48 units for 3 offenders = 144 estimated group counseling units Option Year 2: Line Item (1) Intake Assessment = 1 estimated quantity Line Item (2) Individual units of counseling (duration of 30 minutes per session) estimated 8 units per month @ 6 months = 48 units for 4 offenders = 192 estimated total individual counseling units Line Item (3) Group Counseling ((duration of 30 minutes per session) Estimated 8 units per month @ 6 months = 48 units for 4 offenders = 192 estimated group counseling units Quotes received will be evaluated against the evaluation factors namely Past performance, Technical, and Price. Past performance and Technical, when combined, will be equal to Price. The solicitation will be available on or before March 7, 2003, and will be distributed solely through the General Services Administration?s Federal Business Opportunities website, www.fedbizopps.gov. Hard copies of the solicitation document will not be available. The website provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of the Request for Quote will be April 7, 2003. All responsible sources may submit a quote which will be considered by this agency. No collect calls will be accepted.
