Description
Modification 01: This modification is issued to change the following: The period of performance to read "date of award to September 1, 2003". Under deliverables, "Draft of paper on regional ocean governance and marine protected areas (Task 2)", the deliverable date should read "April 1, 2003". (end of modification) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The U.S. Department of Commerce, NOAA/NOS Staff Office for International Programs, has a requirement for technical support. The proposed contractor will provide support, advice and assistance to the Director of the Staff Office for International Programs (IPO), National Ocean Service. The North American Industry Classification System Code (NAICS) is 541620. A firm is a small business for the purpose of this requirement if its size standard is $6.0 million. The Statement of Work (SOW) and deliverables schedule are attached. The tasks the contractor will perform are as follows: (1) Implementation of the international network of state-level practitioners and academics to assist with effective implementation of coastal management programs in different regions of the world. (2) Prepare a white paper on regional ocean governance and marine protected areas. (3) Develop training materials for practitioners in marine protected area management on techniques for better integrating the activities of coastal management and marine protected area management in the context of regional ocean governance. (4) Assist the IPO Director in the organization and conduct of the symposium on Religion, Science, and the Environment, to be held in the Baltic Sea area in June 2003. The period of performance is date of award to July 2003. The contractor will maintain an office in IPO. The contractor may be required to travel outside the Washington D.C. metropolitan area on one trip to Baltimore, MD and one trip to Durban, South Africa, therefore a set travel allowance in accordance with Federal Travel Regulations will be provided. The contractor will be responsible for making airline, hotel, and car rental reservations and arranging for passports. All offers are due 15 days from the date of publication of this notice by COB to the Contracting Office address listed above. The responses shall be no more than five pages and shall include the following: 1) Contractors capabilities overview; 2) Past performance information (relevant experience to perform the required services); 3) Resumes of personnel to provide services; 4) Pricing information. All responses will be evaluated on a best value basis using the following Evaluation Criteria: 1) A PhD in a social science discipline such as political science; 2) Experience in publications on integrated coastal and ocean management; 3) Experience in working with international organizations such as the Intergovernmental Oceanographic Commission of UNESCO, the World Bank, and the United Nations Environment Programs; 4) Experience in participating in United Nations negotiations on oceans, coasts, and islands; and 5) Price of the deliverables. This will be a firm fixed price purchase order. Award will be made using simplified acquisition procedures. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/.
