Modification 01: This modification is being issued to delete the statement "This procurement is full and open". This procurement is totally set aside for small businesses. (end of modification)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number RFQ NCNJ5000-3-00005 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-10. This procurement action is full and open. The associated North America Industry Classification System is 541910. A firm is a small business for the purpose of this requirement if its size standard is $6 million. National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey seeks a contractor to develop a market research project of nautical chart users. The research will involve a nationwide survey of nautical chart users. This project is necessary so that NOS can determine who and where its user groups are and to ascertain whether a need exists to improve services or to expand its product line in order to most effectively accomplish its mission. The project will be completed in three phases: (1) Desk research (2) Qualitative research and (3) Quantitative research. The Statement of Work (SOW) and Deliverables are attached. This is a firm fixed price procurement using simplified acquisition procedures. The period of performance is date of award through 180 days. The contractor and staff will make their own travel arrangements and also pay for their own travel costs in accordance with the Federal Travel Regulations. Responses may be faxed to (301) 713-0808 or emailed to Phillip Harrell at phillip.harrell@noaa.gov. The responses shall be no more than five pages and shall include the following: 1) Contractors capability overview; 2) Past performance information (relevant experience to perform the required services); 3) Resumes of personnel to provide services; 4) Pricing information. All responses will be evaluated on a best value basis using the following Evaluation Criteria: 1) Technical information; 2) Past performance; and 4) Price. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov.
