- SYNOPSIS: Navy Public Works Center Norfolk Detachment Philadelphia CA Study: THIS SYNOPSIS IS ISSUED FOR COMMENTS ON THE DRAFT PERFORMANCE WORK STATEMENT (PWS) ONLY. As previously synopsized this requirement is an OMB Circular A-76 Cost Comparison Study to determine the most efficient method of providing maintenance, repair and minor construction services for buildings, structures, transportation maintenance, environmental, Industrial Maintenance, Bonding & Grounding and operations services at the U.S. Naval Installations, organizations, and activities in Philadelphia, PA, Mechanicsburg, PA, Earle, NJ and other locations. Other services provided at the Naval Weapons Station Earle, Colts Neck, NJ site are railroad operations, ordnance handling and pier operations. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. The proposed acquisition will be subject to Government in-house cost comparison to determine the economic feasibility of accomplishing services in-house or by contract in accordance with OMB Circular A-76. Any resultant contract will be a Combination Firm Fixed Price/Indefinite Quantity Type Contract with a performance period not to exceed 60 months. Final RFP will utilize Best Value Source Selection procedures with Technical Evaluation Factors: 1) Relevant Past Performance; 2) Management Approach and Organization; 3) Technical Approach, Experience and Qualifications, 4) Phase in Plan, 5) Commitment to Small Business and 6) Price. A copy of the Draft Performance Work Statement (PWS) will be available via Web Address: www.esol.esol.navfac.navy.mil. Interested parties are strongly encouraged to download their own copy of the Draft PWS. Industry comments will be fully considered in preparation of the final PWS; however, Engineering Field Activity Northeast will not provide individual responses. Comments on the Draft PWS shall be submitted no later than forty five (45) days from the date the Draft PWS is published to Al Randazzo, Contract Specialist by the following methods: (1) Email: randazzoaf@efane.navfac.navy.mil, (2) Fax: (610) 595-0535, or mail to: Department of the Navy, Engineering Field Activity, Northeast, Naval Facilities Engineering Command, 10 Industrial Highway, Mail Stop #82, Lester, PA 19113-2090. The estimated issue date of the Draft PWS is April 11, 2003. The North American Industry Classification Code for this requirement will be 561210 with the average annual receipts for the last three years being $20,000,000.00. Availability of the Draft PWS will be limited to the electronic medium (see FAR 5.102(d)); the solicitation will be available for download free of charge via the Internet World Wide Web at www.esol.esol.navfac.navy.mil. Registering you must provide a complete name, address, phone number including area code, offeror type (prime contractor, subcontractor, suppliers, planholders, etc.), email address and type of business (large, small, small disadvantaged, woman owned, etc.) Notifications will only be made on the website.
