Description
The purpose of this modification is to 1) Change the Period of Performance that is stated in the Statement of Work and 2) Answer questions submitted by potential offerors. The government is anticipating one more amendment after this to respond to additional outstanding questions; however vendors should not provide any additional questions since the deadline for questions has now passed. Please note the date for submission of proposals in response to this requirement is unchanged. Change to the Period of Perfomance. The Period of Performance is changed from 1 Jan 03 - 31 Jan 03 (12 months) to 31 Mar 03 - 28 Feb 04 (11 months). Your cost proposal should reflect the new period of performance. Question 1: Is this a recompete of a current contract? Answer 1: Yes, this is a recompete of select tasks from an existing contract. Questions 2: If so, who is the incumbent? Answer 2: Langston University is the prime contractor and Mathematical Modeling, Inc. is the subcontractor. Question 3. What is the contract value of the existing contract? Answer 3: The government is not releasing current contract value. This effort is a subset of an exisiting so the amount of the current contract is not germaine to this specific requirement. Question 4: For how long has the incumbent contractor been offering this service for this contract value? Answer 4: Approximately 2 years. Quenstion 5: What is the satisfaction level w/ the incumbent contractor? Answer 5: The government is very satisfied with the incumbent's work to date. Question 6: Is this incumbent a HUBZone business? Answer 6: Lanston University is not a HUBZone business; Mathematical Modeling is a HUBZone Business. Question 7: Does your office maintain a listing of interested HUBZone businesses? Answer 7: During market research, the government developed a listing of interested HUBZone businesses. Question 8: The synopsis lists an estimate of manhours for two labor categories. Is this an estimate of the total level of effort? Answer 8: Yes. Question 9: Will a list of potential bidders/interested parties be published to facilitate teaming? Answer 9: No. Question 10: The announcement stated that "The proposals shall be no more than forty (40) pages in length" Please advise if that 40 pages includes the price proposal or whether the price proposal is outside the page count. Answer 10: Price proposal is outside the page count. Question 11: If the price proposal is included in the page count, we suggest that the representations and certifications portion be excluded from the page count. Answer 11: N/A Question 12: Please advise if a table of contents and a compliance matrix can be considered outside the page count if used. Answer 12: Yes. Question 13: The period of performance (PoP) is shown starting in January 2003. Please advise if the PoP is 365 days following award. Answer 13: The PoP has been changed to 31 Mar 03 - 28 Feb 04. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (05-MAR-2003). IT ACTUALLY FIRST APPEARED ON THE FEDBIZOPPS SYSTEM ON 07-MAR-2003.
