AMENDMENT ONE: Revised the synopsis to state that the responses shall be sent via email directly to nsangos@mail.nlm.nih.gov AMENDMENT TWO: Revised the synopsis to extend the due date from March 7, 2003 to March 21, 2003. The National Library of Medicine on behalf of the Office of the Director, National Institutes of Health currently seeks sources for the position of Executive Director Federal Demonstration Partnership. The Federal Demonstration Partnership (FDP), a consortium of 93 research institutions and 10 Federal agencies, is seeking qualified candidates for the newly established position of Executive Director. It is anticipated that this position will be filled through an Intergovernmental Personnel Act (IPA) assignment from an eligible institution, or another appropriate mechanism relevant to the successful candidate. A statement of duties for the position and list of qualification requirements are included below. Administrative arrangements for this assignment will be made through the National Institutes of Health (NIH), acting on behalf of the participating FDP agencies. It is anticipated that the person will be physically located at the offices of the Government University Industry Research Roundtable (GUIRR) of the National Academies. Initial assignment under an IPA may be made for a period of up to two years, with the potential for renewal. Individuals eligible for an IPA assignment include employees of State and local government agencies, institutions of higher education, Indian tribal governments, federally funded research and development centers and qualified non-profit organizations involved in public management in instances where such assignments would be of mutual benefit to the organizations involved. The individual remains an employee of the home institution. STATEMENT OF DUTIES The Executive Director, reporting to the FDP Executive Committee Chair, will work with the Executive Committee as an ex officio member, and with the FDP member organizations. The principal duties of the Executive Director include: ? Serve as the full time senior administrator for the FDP. ? Work closely with the Executive Committee, the Government University Industry Research Roundtable, and the membership of the FDP. ? Monitor the developments in federal research administration issues and keep FDP informed. ? Work with member agencies to enhance participation in FDP activities. ? Carry out tasks assigned by the Executive Committee and its Chair. ? In consultation with the Executive Committee, develop the agenda for FDP meetings. ? Coordinate the activities of GUIRR staff assigned to provide administrative support to the FDP. ? Develop a Business Plan for FDP IV. ? Serve as liaison between the Executive Committee and the FDP?s standing committees and task forces. Provide advice and support to FDP committees and task forces in the design and conduct of demonstrations * Facilitate interactions between the FDP and Federal agencies, working in support of the partnership. QUALIFICATION REQUIREMENTS Essential 1. In-depth knowledge of research administration, typically gained through extensive experience in this area. 2. In-depth understanding of policy issues related to the government university research partnership. 3. Demonstrated analytic ability and knowledge of business process reengineering, with strong communication skills. Desirable 1. Experience in research administration gained through the perspective both of academia and the Federal government. 2. Knowledge of current philosophy and initiatives related to Federal grants streamlining activities and electronic government initiatives.
