Description
The purpose of this modification is to answer the remaining outstanding questions that the government has received regarding this requirement. The government is not anticipating any further amendments. Question 1: Percentages are applied to technical response areas, but it is unclear how price will factor in the award. How will price be evaluated? Answer 1: Price is important, however, the technical proposal will be considered more importantly than price. Question 2: Further, it is requested that a firm fixed proposal be offered, but government estimated by labor categories are supplied. How should pricing be supplied( i.e. labor rates or aggregate totals by task)? Answer 2: Supply pricing by aggregate total by task. Question 3: If labor rates, will the award be fixed rate or fixed total based on Government estimates for hours? Answer 3: N/A. Question 4: Are there provisions for additional funding should the government labor estimated prove to be too optimistic? Answer 4: Yes, there is a provision for additional funding, however, no guarantee we'll add funding, however. Question 5: The Government has allocated 10 desks to this effort, but the anticipated labor hours equate to five (5) full time professionals. It is envisioned that staff that is not fully dedicated to this effort, but specializes in support of one or more deliverables will use some of these hours? Answer 5: The allocation of 10 desks to this effort is incorrect. No additional personnel are anticipated above five. Question 6: What is the Government's vision or experience with regard to the number of dedicated staff that are needed to work full time on this project? Answer 6: See answer for Question No. 5 above. Question 7: Project Scheduling and Control Progress and Status Reporting deliverables use contractor formal. What scheduling and control tool(s) are currently in use? Will the contractor have access to these tools or should licensing be budgeted to install contractor-furnished tools on the GFE PCs that will be supplied? Answer 7: The Government currently uses Microsoft products to include AMSRealtime and Project. The contractor will have access to all tools currently in use. While the Government is not entrenched with these products, we are most familiar with them. Should better tools be available, the Government would consider transition if not at task award, but during the period of performance.
