Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for engineering supervision, labor, equipment and transportation required to extract two test machines and ancillary equipment from facilities at NASA Glenn Research Center (GRC), disassemble the test equipment, prepare the equipment for transporation, and transport it from GRC to LaRC. This procurement is being conducted under FAR Part 12, Commercial Items, and FAR Part 13, Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase this service from Tinius Olsen Testing Machine Co., Inc., who is the only known source that can satisfy agency requirements. Tinius Olsen originally designed, fabricated and installed the test machines at GRC, and own proprietary data for this equipment. Their technical qualifications and experience provide a unique opportunity to minimize the cost of disassembly, inspection and inventory of the test machines. No other known company possesses the necessary knowledge and capability to accomplish the required tasks. Competing this requirement would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 20, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are no acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
