NAICS Code: 92119 ASSESSMENT OF THE EFFECTIVENESS OF ORD'S RECRUITMENT AND RETENTION OF WOMEN AND MINORITY SCIENTISTS AND ENGINEERS PUBLIC NOTICE March 11, 2003 Procurement Office: U.S. Environmental Protection Agency, National Procurement Contract Service Center (3803R) 1200 Pennsylvania Ave., N..W. Washington, DC 20460 The United States Environmental Protection Agency, under the Simplified Acquisition Procedures of FAR Part 13, intends to issue a sole source purchase order to the National Council for Science and the Environment (NCSE). The purpose of this purchase is for the Office of Research and Development (ORD) to seek an independent assessment to investigate fully those factors influencing the effectiveness of its programs and activities designed to assure appropriate recruitment and retention of women and minority scientists and engineers. To insure reliability as well as high credibility, this assessment must be conducted by a knowledgeable, independent performer. The NCSE has been active over the past 13 years in work to improve the scientific basis for environmental decision making. It is supported by approximately 500 academic, scientific, environmental, foundations and private sector organizations. The Council promotes an innovative, cross-discipline approach to environmental science that integrates interdisciplinary research; state-of-the-science (that is, environmental) assessments; scientific workforce assessments, communication of science-based information to decision makers and the general public; environmental education, and a minority program initiative. It acts as a neutral, science-based organization, promoting science and its relationship with decision making only. The National Council for Science and the Environment (NCSE) is uniquely qualified to undertake and complete successfully this assessment of the effectiveness of the Office of Research and Development's recruitment and retention of women and minority scientists and engineers. NO SOLICITATION OR REQUEST FOR QUOTATION (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting the EPA's requirements stated herein may submit a response, which if received within 15 calendar days of the date of this announcement, will be considered. Interested firms shall provide detailed information outlining their capabilities--any response failing to provide the aforementioned data will be disregarded. Routine requests for a copy of the RFQ will be disregarded. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
