Description
This requirement is being issued by GovWorks under the franchise auth= ority of the Department of the Interior (DOI) on behalf of the African Deve= lopment Foundation (ADF). GovWorks/DOI intends to issue a Commercial Item = Contract. This is a combined synopsis/solicitation for a firm fixed price,= personal services, commercial item contract with options in accordance wit= h Subpart 12.6 and the Test Program for Certain Commercial Items (FAR13.5),= as supplemented with additional information included in this notice. The = announcement constitutes the only solicitation; proposals are being request= ed and a written solicitation will NOT be issued. This requirement is 100%= set aside for small businesses. All offerors must be able to qualify unde= r the North American Industry Classification System (NAICS) code 541513 (Co= mputer Facilities Management Services) size standard $21.0 million. The fo= llowing provisions and clauses apply to the acquisition: 1) 52.212-1, Inst= ruction to Offerors-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commerci= al Items (Jan 1999); 3) 52.212-3, Offeror representations and Certification= s-Commercial Items (July 2002); 4) 52.212-4, Contract Terms and Conditions-= Commercial Items (Feb 2002); and 5) 52.212-5, Contract Terms and Conditions= Required to Implement Statutes or Executive Orders-Commercial Items (May 2= 002). 52.249-12 Termination (Personal Services) (Apr 1984). The Government= may terminate this contract at any time upon at least 15 days' written not= ice by the Contracting Officer to the Contractor. The Contractor, with the = written consent of the Contracting Officer, may terminate this contract upo= n at least 15 days' written notice to the Contracting Officer. Title: Comp= uter Systems Administrator (CSA) for IT support to the African Development = Foundation. Period of Performance: Base Period: April 1, 2003 - September= 30, 2003; 1st Option Period: October 1, 2003 - September 30, 2004; 2nd Opt= ion Period: October 1, 2004 - September 30, 2005. The Period of Performanc= e will coincide with fiscal year funding. Place of Performance: Washingto= n, DC. Background: The African Development Foundation (ADF) operates an in= ternal computer network to support the work of its headquarters staff. The= network includes various servers, client computers, printers, firewalls, i= ntrusion detection systems, offline storage devices, routers, switches and = other devices and, in addition to internal operations, provides internet e-= mail and internet connectivity to ADF. The internal network utilizes both = Linux and various Microsoft operating systems and application software. Ne= twork integrity and reliability is critical to ADF's operations and E-mail = and internet connectivity is critical to ADF's ability to work with its par= tners and clients in various African countries. Statement of Work: The CSA= will have primary responsibility for administration and technical manageme= nt of the Foundation's internal network and its internet and e-mail connect= ions, including security, operations, maintenance and quality assurance and= for ensuring compliance with both the Foundation's internal policies as we= ll as external requirements. In addition, the CSA will advise management o= n any changes or improvements necessary to maintain and improve the efficie= ncy and effectiveness of the Foundation's IT program. The CSA will also ad= vise the Foundation on and implement any changes or improvements necessary = to maintain and improve the Foundation's ability to electronically connect = to and work with its partners and clients throughout Africa. The CSA will = provide help-desk support to the Foundation's HQ staff of 30 - 40 and techn= ical assistance and support by e-mail to the Foundation's local representat= ives abroad. Qualifications and Skills: Your proposal must show you have t= he following qualifications and skills: The CSA must have significant expe= rience in administering local area networks using Microsoft Small Business = Server, Microsoft Exchange and similar software, knowledge of and experienc= e in the Linux operating system and managing and configuring Linux-based fi= rewalls, intrusion detection systems and servers, extensive knowledge of in= ternet structure and protocols. Expert knowledge of and experience in netwo= rk security issues and practices and ability to implement active and passiv= e measures to defend the network against compromise or intrusion is require= d. The ability to provide day-to-day support to network clients on a regula= r and timely basis. The ability to work independently and to plan organize = and manage technically complex work objectives is very important. Highly e= ffective interpersonal skills are required as is ability to work with peopl= e from other cultures and regions. Terms of Performance: The CSA shall per= form the preceding services for a base period of six (6) months with two ad= ditional option periods of twelve (12) months each at the option of the Fou= ndation. The contractor will report to the Director of Management and Info= rmation Systems who will review and accept work products. Selection Factor= s: The CSA will be selected based on technical knowledge and experience in= the areas mentioned above, experience in network management and help desk = services, experience and knowledge of internet structure, protocols and con= nectivity issues, particularly with regard to the developing world, ability= to operate independently and provide timely and accurate advice to managem= ent, experience in network and system security, ability to work on specific= projects in narrow and highly technical areas while keeping in mind overal= l management objectives, ability to communicate effectively and work with o= thers. The proposal must clearly define the experience and qualifications = of the individual. The proposal must have three (3) specific references (i= ncluding project identifier and description, period of performance, dollar = amount, and client name and phone number) for previous work of this nature = that you are currently performing or have completed within the last three y= ears. REFERENCES WILL BE CHECKED. The Government will conduct an initial = paper review of the experience and qualifications and then interview only t= he most highly rated candidates prior to making a selection. The Governmen= t estimate for the first six (6) month base period of this contract shall b= e within $37,700 to $43,100 with the full two and a half (2 =BD) years betw= een $177,700 to $203,100. Contractor's proposal shall provide the cost for= the Base Period: April 1, 2003 - September 30, 2003; 1st Option Period: Oc= tober 1, 2003 - September 30, 2004; 2nd Option Period: October 1, 2004 - Se= ptember 30, 2005. How to Respond: In order to compete for this contract, = an offeror must demonstrate they are qualified to perform the work by provi= ding not later than 3:00PM EST, Monday, March 17, 2003, a proposal (with co= st clearly marked) with two (2) copies (without cost), to Anna Brown, Miner= als Management Service, Procurement Operations Branch, 381 Elden Street, MS= 2510, Herndon, VA 20170, OR electronically to: anna.brown@mms.gov. The cost proposal shall include a separate cost for the base perio= d, option period one, and option period two and a grand total with all opti= ons. Contract award shall be made to the responsible o= fferor whose offer(s), in conforming to this RFP, provides an overall best = value to the Government, past performance, personnel qualifications and cos= t considered. The Government's objective is to receive the highest quality= Contractor possible, at a realistic and reasonable cost; however, between = proposals that are evaluated as equal in quality, cost will become a major = consideration in selection the successful offeror(s).
