THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICIATION WILL NOT RECEIVE A RESPONSE. The 50th Contracting Squadron at Schriever AFB located in Colorado Springs, Colorado is conducting a market survey to determine the existence of potential sources to perform Central Utility Plant operations, maintenance and repair at Schriever AFB, Colorado. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding on the Government. Updated information will be provided in future announcements and posted electronically on the Electronic Posting System (EPS) located at www.eps.gov as available. The North American Industry Classification System code is 221111 (NAICS) Market survey responses are required not later than close of business (COB) 21 Mar 03. Telephone responses are not acceptable. One original and one duplicate copy of written responses must be mailed to 50 CONS, Attn: MSgt Sarilynn Thomas, Contract Specialist, 210 Falcon Parkway Ste 2116 Schriever AFB, CO 80912-6649. Responses should include business size and experience in operating central utility plants with similar systems. If determined to be in the best interest of the Government, interested and qualified sources responding to this synopsis may be requested to provide follow-up information (summarizing firms capabilities/qualifications to perform the contract). This requirement will involve contractor performance of 100% reliability for power, steam, and chilled water for mission critical facilities; provide heating, ventilation, and air conditioning (HVAC) and emergency power to mission support facilities; operate uninterruptible power supply systems for Bldgs 410, 600, 612, 700, 702 and 715; operate and maintain portable generator power for Bldgs 600 and 700; maintain natural gas and oil system inside the Central Utilities Plant (CUP); maintain components of base diesel fuel and system (DF2) including Bldg 700; maintain fuel inventory and leak detection for tanks 1,2 and 7; maintain diesel fire pump and fuel system in Bldg 420. Operate and maintain compressed air distribution system, to include service station air compressor. The contractor will provide all personnel to include: management, technicians/operators, labor parts and services to operate, maintain and repair the CUP, Bldgs 600 (electrical power, chilled, and steam/hot water) and 700 (electrical power), 420 emergency fire pump station to include the operation of the Solid State Uninterruptible Power Supply (SSUPS) in Bldgs 410, 600, 612, 700, 702, and 715. These services are to be provided to operate 24 hours a day 7 days a week, including weekends and holidays. The requirement consists of a 4,750-ton chiller plant, 52-mbtu heat plant, 16.5-mega watt power plant and a 1.5-megawatt plant.
