- Description
- The Federal Highway Administration (FHWA) plans to award a sole source purchase order to the Environmental Modeling Research Laboratory (ERML) of Brigham Young University for a licensing agreement to use their software package and technical support. In order to promote the use of finite element surface water modeling by state highway agencies, FHWA proposes to continue a licensing agreement with EMRL. The license agreement would allow FHWA to continue to distribute an unlimited number of copies of Surface-Water Modeling Systems (SMS) to state highway agencies and FHWA offices. ERML is the only known organization with the unique resources (the SMS software and documentation) and requisite knowledge of SMS to provide the required support. This is A Simplified Acquisition requirement and the anticipated award date is on or about March 21, 2003.
