- Description
- The Federal Highway Administration (FHWA) plans to award a sole source purchase order to the Environmental Modeling Research Laboratory (ERML) of Brigham Young University for a licensing agreement to use their software package and technical support. In order to promote the use of automated basin delineation of terrain models coupled with hydrologic analysis in state highway agencies, FHWA proposes to continue their licensing agreement with EMRL. The license agreement would allow FHWA to continue to distribute an unlimited number of copies of Watershed Modeling Systems (WMS) to state highway agencies and FHWA offices. ERML is the only known organization with the unique resources (the WMS software and documentation) and requisite knowledge of SMS to provide the required support. This is A Simplified Acquisition requirement and the anticipated award date is on or about March 21, 2003.
