Description
The Substance Abuse and Mental Health Services Administration (SAMHSA) is soliciting proposals on a full and open competitive basis for continuation of the National Survey on Drug Use and Health (NSDUH), covering the 2005 through 2009 survey years. The purpose of the NSDUH is to provide current data on substance use prevalence for the U.S. population (aged 12 and older) and each state, and to issue reports on survey results. The survey sample will support annual direct estimates of prevalence for the nation, the nation?s eight (8) largest states, and model-based estimates for the remaining 42 states and the District of Columbia. The contractor will be required to: (1) provide sufficient numbers of interviewers and interviewer supervisory staff to screen approximately 182,500 dwelling units and conduct 67,500 interviews per survey year, using computer assisted interviewing technology; (2) develop training procedures/materials and conduct training classes in order to maintain a sufficient, qualified field staff and satisfy survey fieldwork goals; (3) use statistical expertise to (a) employ a 50-state sample design, with an independent, multi-stage area sample for each of the 50 states and the District of Columbia, and (b) employ small area estimation techniques in order to develop model-based estimates for the 42 smaller states and the District of Columbia; and (4) perform technical writing and analysis to complete and support the contract tasking. The estimated period of performance is 92 months. The estimated date for issuance of this RFP is March 25, 2003, with an estimated response date of May 26, 2003. Numbered Note 26 applies to this notice. This solicitation may be obtained two ways: electronically or by mail. Electronically: The file may be downloaded from the SAMHSA Web Site at http://www.samhsa.gov/contracts/contracts.html. Files will not be made available on the Web Site until on or after the estimated issuance date. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must check the SAMHSA Web Site regularly for any amendments to the RFP, which will also be located at that site for downloading. We do not assume responsibility for assuring that you have downloaded the amendments. Therefore, you may wish to send the Contract Specialist listed below a written request that copies of the RFP amendments (if any) be mailed to you. By mail: Requests for copies of the RFP must be made in writing (facsimile 301/443-0019), and will be honored if received within twenty-five (25) calendar days after issuance of the solicitation. Requests received after this period will be filled on a first-come, first-served basis until the supply is exhausted. There is no assurance that copies requested after the twenty-fifth (25th) day will reach the requestor in sufficient time to permit an adequately prepared response or reach the requestor before the due date for receipt of responses.
