Description
The U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS) is seeking assistance from private sector individuals, firms, entities, and/or public agencies (non-federal) to assist them with the implementation of the Environmental Quality Incentives Program (EQIP). The purpose of EQIP is to promote agricultural production and environmental quality as compatible goals. This program provides assistance for producers to voluntarily comply with local, state, and national regulatory requirements concerning soil, water, air, wildlife habitat, and surface and groundwater conservation. Anticipated funding options have and will continue to allow NRCS to provide technical and financial assistance to private landowners wishing to develop, implement and maintain Comprehensive Nutrient Management Plan (CMNP) practices. The Minnesota NRCS State Office is seeking through this notice, interest and intends to select private sector individuals, firms, entities, and/or public agencies (non-federal) to provide engineering assistance associated with the implementation of waste storage structures in cooperation with the agency. The anticipated responsibilities and duties of the technical assistance services include but are not limited to: preparing materials needed for contracts; project survey and design, project layout for installation, construction inspection and certification of completed conservation measures. Additional activities may require the use of a web-based application to report project completion and other accountability items. If you believe that you can furnish the desired engineering functions you are encouraged to give written notice to the Solicitation Contact. Successful applicants may be required to provide additional proof of licensing, certification(s), and bonding for contracted activities. Any individual, firm, entity, and/or public agency (non-federal) that wish to provide this assistance are encouraged to respond to this solicitation and provide applicable information detailing their qualifications. This is a ?Sources Sought Notice?. It is anticipated that a separate ?Request for Proposal? will be advertised for specific NRCS administrative areas in Minnesota as soon as funding becomes available and surplus workload is identified.
