Description
The U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS) administers and manages the Federal Wetlands Reserve Program (WRP) as authorized in the Farm Security and Rural Investment Act (2002 Farm Bill). WRP purchases easements and provides technical and financial assistance to private landowners that are willing to restore and protect the functions and values of wetlands in the agricultural landscape. The Wetlands Reserve Program requires that approved participants develop a conservation plan of operations which details the specific actions required to restore wetlands and establish wildlife habitat on their enrolled lands. WRP easements are monitored as often as necessary to assure that full wetland function and values are achieved and maintained. At a minimum, easements will be inspected annually for violations such as encroachment, cropping, dumping trash, etc. The Minnesota NRCS State Office intends to select private sector individuals and/or entities to provide assistance with the development of site specific WRP conservation plans of operation and easement monitoring. Additional activities may require the use of a web-base application to report completed projects and other accountability items. The agency is seeking individuals or entities with experience in wetland restorations, wetland ecosystem management, biological wetland functions, and general easement management capabilities. Applicants interested in furnishing the desired technical assistance are encouraged to give written notice to the Solicitation Contact. Selected applicants must provide proof of licensing, certification, and bonding for contracted activities. If an individual or entity wishes to provide this assistance, but holds no applicable certifications, they are encouraged to state their qualifications in their response to this solicitation. This is a Sources Sought Notice. It is anticipated that a separate ?Request for Proposal? will be advertised for specific NRCS administrative areas in Minnesota as soon as funding becomes available and surplus workload is identified.
