Description

The Rural Enterprise Competitiveness Program (RECP) will be a five year effort geared toward raising rural incomes and agricultural productivity through improving the competitiveness of the agriculture and agri-business sectors in Azerbaijan. To achieve this, respondents will be asked to propose a series of interventions which: promote market expansion by stimulating cooperative behaviors among suppliers, related industries, and consumers in order to improve production and services in the agricultural sector; improve business skills with particular attention to improving technical processes, environmental standards, quality control and marketing; introduce new ways of financing activities in the agribusiness sector; improve domestic capacity to identify competitive products; and create a legal regulatory framework that supports entrepreneurship and the promotion of sound agricultural policies. The Contractor will also be required to manage a grants program which supports activities of associations or other business interests. The total estimated cost for implementation of the RECP activity is in the range of $12 to 13.6 million including an estimated $1.5 million for the Grants Program mentioned above.
