Description
SYNOPSIS - MODELING AND SIMULATION METHODOLOGY SUPPORT. The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency/Missile and Space Intelligence Center (DIA/MSIC) intends to issue a small purchase order to Booz-Allen & Hamilton. The objective of this effort is to provide the Defense Intelligence Agency with a comprehensive methodology for conducting effects based analysis for the intelligence community using advanced modeling and simulation tools. These tools will be used to analyze courses of action, provide decision support, and conduct effects based analysis initially for operations against the four core physical networks: electric power (EP); telecommunications (TELECOM); petroleum, oil, and lubricants (POL); and lines of communication (LOC). Follow-on efforts may encompass additional networks. This effort will require work to be done up to the TS/SCI level. The scope of this effort is to provide the methodology approach needed to achieve the goal of conducting effects-based analysis for the intelligence community using advanced modeling and simulation tools. This effort will focus on the 'how' (developing a good understanding of the scope and scale) for the follow-on task that will derive the 'what' (actual methodology) required by DIA analysts. The period of performance is 60 days from the award date of the small purchase order. All travel will be local (between the contractor facility and DIAC: 200 McDill BLVD, BLDG 6000 Washington, D.C. 20340). The deliverables include the following three items: 1) Monthly status reports on the 15th of each month, 2) Draft recommendation on the methodology approach - 45 days from the award date, and 3) Final recommendation on methodology approach is 60 days from the award date. All responsible sources may submit a quotation, which shall be considered by this agency. The solicitation number is PAN # 30063-03. Quotations are due by 1600 hours March 17th, 2003 and can be sent by facsimile, electronic mail, or mailed to Virginia Contracting Activity, Missile and Space Intelligence Center, Contracts Office, Attn: Major Scott D.
