Description
NASA/GSFC has issued a draft Cooperative Agreement Notice (CAN) for innovative information technology products for delivery of NASA content directly to learners via various venues such as museums, science centers, and other learning environments. The NASA Learning Technologies Project is NASA's educational technology incubator. This Project is part of the Educational Technology Division of NASA's Educational Program. The Project funds activities that use revolutionary technologies to enhance math, science, computing engineering and technical eduation, and uses these technologies to showcase NASA's inspiring mission, unique facilities, and specialized workforce to promote excellence in America's formal and informal education environments. The Learning Technologies Projet couples the entrepreneural talents of industry, academia, and NASA to meet the needs of the NASA Education Program to enable and empower learners with diverse backgrounds, characteristics, and abilities. The purpose of this LEARNERS II CAN is to focus research and development innovations in a direction that will move NASA's technology contributions into the forefront of education. In order to achieve this objective, LEARNERS II will support the development of remote experiences of real NASA missions through virtual presence using computer-based interactive environments. Finally, LEARNERS II will work with cooperative agreement partners to maximize the delivery of these experiences through the immersive technology environment. LEARNERS II seeks innovative information technology products for delivery of NASA content directly to learners. Successful proposals will apply current research on teaching and learning with technology to achieve meaningful utilization of immersive technology in learning environments based upon NASA data and information. LEARNERS II seeks products to contribute to the capability to represent NASA events and mission milestones as virtual events that surround the learner with a visual, aural and even tactile experience. This draft CAN is being released for your consideration and comment on or about April 3, 2003. This draft is for information and planning purposes. No proposal is requested, and no recipients will be awarded as a result of this CAN. Potential recipients are invited to comment on all aspects of the CAN, including the requirements, proposal instructions, and evaluation approach. If your comments include recommendations for revisions, you must provide your rationale for such revisions. All submissions will be required to certify their offer is made without association to University of Maryland Baltimore County in all manners to avoid a potential conflict of interest. The CAN is available over the Internet in two locations. The NASA GSFC LEARNERS site is http://learners.gsfc.nasa.gov. These documents will also reside on NASA's Business Opportunity WEB site at http://procurement.nasa.gov/EPS/GSFC/class.html. Potential recipients will be responsible for downloading their own copy of the DRFP. Any referenced notes can be viewed at the following URL: http://genesis.gsfc.nasa.gov/nasanote.html. NASA anticipates issuance of the final CAN in May 2003. Please submit your comments to the draft CAN, via electronic mail, by April 3, 2003, to: Lynne.C.Hoppel.1@gsfc.nasa.gov The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B".
