Description
NAICS Code: 54161 This is a notice to award a sole source purchase order to GrantMasters, Inc. GrantMasters will be tasked to develop a Desk Reference Manual for Office of Water's Assistance Agreement Project Officers. Work under this action shall involve the development of a manual that: 1). discusses the fundamental and water-specific statutes for assistance agreements and interagency agreements; 2) identifies and discusses the Project Officer's roles and responsibilities associated with the progammatic and technical aspects of an assistance agreement and an interagency agreement in each phase of the process (i.e., pre-award, award, closeout); 3). discusses and provides examples of the appropriate use of assistance; 4) with EPA's approval, instructs Project Officers on how to evaluate proposals and monitor awards financially and technically; 5). incorporates best management practices for each phase of the assistance agreement; and (6) assist Project Officers on procedures for best grant management results. GrantMasters, Inc. is uniquely qualified to provide this service. GrantMasters, Inc., currently has a training course tailored for and meets EPA's Grants Administration Division's Project Officer certification requirements for managing grants, cooperative agreements and interagency agreements. The staff at GrantMasters have trained EPA's Project Officers in Dallas, TX and in Seattle, WA on their programmatic responsibilities under EPA's assistance agreements and Federal and Agency-wide assistance regulations, including grant regulations based on the Clean Water Act and the Safe Drinking Water Act. GrantMasters also has produced a grants manual for Tribes who receive Federal assistance from EPA. This notice is neither a request for proposals nor a solicitation for offers. However, any source believing itself capable of providing these services may submit a request for quote within ten days after date of publication of this synopsis for consideration by the the Government. A determination not to compete the proposed contract is solely within the discretion of EPA. This acquisition is being proessed under FAR Part 13.
