Description
The United States Marine Corps (USMC), Marine Corps System Command (MARCORSYSCOM), Battle Space Management and Air Defense Systems (BMADS) Radar Systems Program Manager is seeking information on the ability to develop and produce a high mobility, high performance, affordable Ground Weapons Locating Radar (GWLR) used to support the USMC direct and indirect Target Acquisition and Friendly adjust fire missions on current and future Mortar, Artillery, Rocket, and Missile systems. The radar should be able to detect, track, targets in all terrain, weather, and electronic attack environments. The radar should have a very low false track rate and sufficient clutter cancellation/sub-clutter visibility to maintain full sensitivity. Track quality shall be sufficient to support counter fire missions of M198, LW 155, High Mobility Artillery Rocket System (HiMARS) and future counter fire engagements. The system shall interface to current (AFATDS) and future Command and Control systems via wireless digital communications. A single vehicle is objective, however, any combination of vehicles (motorized or trailered) will be considered provided such combinations are transportable within a C-130 aircraft (size/weight/cube) in a road transport configuration and can be externally slung under a V-22 (no more than a total of two aircraft required to facilitate transport). While a prime mover organic to the Marine Corps (HMMV) is objective, alternative modes will be considered if submitted. The radar shall require less than 8 minutes for 4 men to set-up (goal) or 10 minutes with 4 men (threshold). The equipment enclosures shall protect equipment from damage by dust, wind, salt spray, rain, and ice. Contractors are invited to read the draft Ground Weapons Locating Radar (GWLR) ORD at Anteon Corporation (Suite 101, 1229 Garrisonville Rd, Stafford, Virginia 22556) by coordinating a visit request in advance with Ms. Lisa Herbst (540) 658-1335. Interested contractors should identify their concept for a Radar platform of similar footprint to the AN/TPQ-46A but with greater range and capabilities. Contractor submittals should include a proposed Plan of Action and Milestones for delivering the first three systems by FY09 (to include the appropriate government operational l testing period). Contractors interested in submitting an evolutionary acquisition approach which leverages from existing USMC programs of record and/or COTS/NDI equipment.
