- The Naval Air Warfare Center, Aircraft Division, Special Communication Requirements (SCR) Division, Code 4.5.11, at St. Inigoes, MD, intends to solicit and procure on a firm fixed price basis a proposed contract with Wolf Coach, Inc., 7 ?B? Street, Auburn Industrial Park, Auburn, MA 01501, for the items listed below, under the authority of FAR Part 6.302-1, Only One Responsible Source and no other supplies or services will satisfy Agency requirements. The proposed Indefinite Quantity Indefinite Delivery (IDIQ) Contract will be for a period of three (3) years, which includes three (3) twelve (12) month ordering periods. The items to be procured and their total estimated quantities are as follows: fifteen (15) Model #7408-A Mobile Communication Platforms (MCP), fifteen (15) Model #2710-A MCP, thirty (30) Model #7403-A MCP, twelve (12) Model #9065-A MCP, five (5) Model #7409-A MCP, five (5) Model #7443-A MCP, five (5) Model #7450-A MCP, thirteen (13) Model #7420-B, and modifications, upgrades, and options for various communications enhancements. A typical MCP consists of a commercial motor vehicle chassis with a customized body/shelter which has been fabricated and mounted to house integrated communication and electronic (C-E) systems. An alternate MCP configuration includes only the customized body/shelter mounted on a commercial trailer chassis, which is mobile when towed by another prime mover. The MCP, as delivered to the government, include integrated power distribution and heating/ventilation/air conditioning (HVAC) equipment. The government SCR Division in turn, designs, installs and tests the C-E equipment suite to provide a turn-key system to the end user. Wolf Coach is the only company that can meet all of the following minimum Government requirements and also holds the proprietary design specifications with regards to providing identical MCP to those already produced and deployed as part of larger mobile C4I systems: 1) provide Air Transportability Certification; 2) remain form, fit, and function interoperable and compatible among existing standardized program MCP; 3) provide immediate reaction to evolving requirements and quick MCP delivery; 4) capability to offer precision duplication of previously designed and delivered MCP; 5) production capacity for a variety of MCP simultaneously and in multiple quantities; 6) ability to design and test for electromagnetic interference (EMI), electromagnetic pulse (EMP), and provide TEMPEST shielding; and 7) provide Environmental Testing. Solicitation Number N00421-03-R-TBD will be released under other than full and open competition in accordance with Federal Acquisition Regulation (FAR) 6.302-1. This action is not set aside for small business. NAICS is 336211 with a size standard of seventy-five (75) employees. This synopsis is for informational purposes only. Release of the solicitation is anticipated in early April 2003. The solicitation will appear on the Naval Air Systems Command Home Page at http://www.navair.navy.mil/doing-business/open_solicitations. Award is anticipated by 12 July 2003. Contract is to be FOB Destination to Receiving Officer, NAWCAD, Building 8115, Villa Road, St. Inigoes, MD 20684-0010, and shall be Marked For (M/F) as specified in each Delivery Order. Inspection and acceptance shall be made at destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government?s rights under the Inspection clause, nor does it limit the Government?s rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule. This procurement is being contracted on the basis of ?other than full and open competition? pursuant to the authority of FAR 6.302-1 (only one responsible source and no other goods or services will satisfy agency requirements). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. EST, 20 March 2003. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received. A determination by the Government not to compete this procurement action based upon responses to this notice is solely within the discretion of the Government.
