Description
This notice constitutes a BAA as contemplated by FAR 6.102(d)(2). For more information please contact the CCR Assistance Center at 1-888-227-2423; or on the Internet at: http://www.ccr.gov. I. INTRODUCTION. The NAVAL AIR SYSTEMS COMMAND (NAVAIR) is soliciting proposals for Research and Development (R&D) concepts in Sensor, Communication, Information, and Integration Technologies. Concepts proposed may represent novel dedicated technologies and/or dual use of new emerging commercial technology. II. BACKGROUND. NAVAIR is working with sponsor agencies to advance the science and technology of Sensor, Communication, Information, and Integration Technologies. Future weapon systems will increasingly rely on sophisticated sensors and capabilities from a myriad of platforms. Developmental and operational Mountaintop Test Bed (MTB) activities focused on integrating various architectures ? Operational, Technical and Systems ? aimed at leveraging the most recent technological advances in both sensors and embedded and/or information based weapons systems. The overall program objectives are: (A) to explore and develop concepts and capability for next generation advanced surveillance radar and electronics testbed on Makaha Ridge, Kauai ? Advanced Integrated Radar, Electronics, and Photonics (AIREP); (B) to explore advanced mobile command and control capability utilizing airborne communications relay ? Mobile Modular Command Center (M2C2); (C) certify the sustainability and safety of candidate systems, and (D) promote those systems through the procurement process. The end goal is to transition needed products to the acquisition community. Based on programmatic, technical risks, funding and schedule constraints, the appropriate acquisition strategy must be taken into consideration. Such acquisition strategies to take into consideration include grand design, P3I or evolutionary. Due to the rising emphasis towards software developmental costs, the appropriate software development models must be taken into consideration. Such software development models to take into consideration include waterfall, incremental or spiral. Additionally, hardware size, weight, and technology upgrade costs of the candidate systems are of particular concern. Historically, the preponderance of awards have been in the area of one-to-ten million dollars; however, this does not preclude awards of a lower or higher dollar value.
