- NA TACOM proposes to negotiate a contract for the acquisition of logistics effort for the Tactical Firefighting Truck (TFFT)that is being built on a HEMTT chassis. We plan to acquire manuals and training, to include Interactive Electronic Technical Manuals (I ETMs) for the TFFT. We received commercial manuals with these vehicles but the Government needs manuals in Government format that is more suitable for the field's use for maintenance and repair. The repair and maintenance procedures are the same as the HEM TTs and are covered in paper and electronic manuals for that vehicle family. The Government desires to consolidate the TFFT unique components included in the same format as HEMTT vehicle family paper and electronic manuals. Pierce through their unique rela tionship with OTC, who is the only producer of the HEMTT, is the only one who can provide Operator/Maintenance training for the TFFT so that the soldier in the field can be properly trained on the HEMTT as changed by the addition of the fire fighting equip ment components. TACOM plans to procure this effort on a non-competitive basis from Pierce Mfg, a sudsidiary of Oshkosh Truck Corp (OTC) in accordance with FAR 6.302-1(a)(2)(ii). See Note 22.
