- NA The U.S. Army Soldier and Biological Chemical Command intends to negotiate with Smiths Detection-Edgewood, Inc. in Edgewood, Maryland, on a non-competitive basis (per FAR 6.302-1) for a new indefinite-delivery/indefinite-quantity contract to obtain consuma bles and stockpile materials for the Biological Detectors (BDs) that were developed and produced by Smiths Detection-Edgewood, Inc. and integrated into the fielded Pre-Planned Product Improvement Biological Integrated Detection Systems (P3I BIDS). The con sumables will consist of reagent assay kits, cleaning kits, 80-frame tape cassette assemblies, maintenance assay kits, cleaning refill kits, agent of biological origin reagent pairs, and BG reagent pairs. The proposed contract will also provide for stockp iling the following long lead materials: urea, biotin BSA, polyester and lead tape, and nitrocellulose. The requirement is being solicited on a non-competitive basis because Smiths Detection-Edgewood, Inc. is the only source that has the capabilities and expertise required to successfully produce and deliver the BD consumables and stockpile materials needed to replenish the fielded BDs without substantial duplication of costs to the government and within the schedule constraints of the BIDS program. Oppo rtunities for competitive subcontracting may be present.*****
