Description
This is a request for quotations for the purpose of awarding a concessionaire contract for the sale of used oil. The Government shall not reimburse any costs of preparing responses to this request for quote: Charleston AFB accumulates used synthetic oils and used hydraulic fluids separately in 5,000 gallon tanks located at the Hazardous Waste Storage Facility, Building 691, Stewart Avenue, Charleston AFB, Charleston SC 29404. These used oils are being offered for sale for the purpose of processing/refining of the used oils for reuse. When the tanks accumulate approximately 4200 to 4500 gallons of used oils, Charleston AFB will take a sample from each tank and the following analytical data will be determined. Flash Point Total Halogens Total Metals-Arsenic, Cadmium, Chromium, Lead PCBs This analytical data will be provided to purchaser. The purchaser will be required to pump the tank contents out of the tank into a purchaser supplied used oil transportation tanker. Purchaser shall ensure that tanker and all associated fittings, hoses, etc are in good working condition and is responsible for all cleanup involved in the pumping activity. In order to determine the quantity of used oil purchased, the purchaser will weigh the empty truck using government provided scales and then weigh the loaded truck on the government provided scales. Weigh tickets will be provided to the government representative. In lieu of weighing, the purchaser can determine the loaded volume via dipstick and tank curve in the presence of a government representative. The purchaser must comply with all federal, state, local and Air Force requirements regarding the handling, storage, transportation, receipt, tracking, analysis, management, record keeping and reporting of used oils. The purchaser must provide a used oil manifest document to be signed by a government representative prior to shipment and the receiving facility must provide a signed receipt copy of the used oil manifest to Charleston AFB within 30 days. The purchaser must provide a copy of all applicable permits for the used oil transporter, the used oil receiving facility, and the used oil processor/re-refiner to Charleston AFB for review and approval prior to pickup. The purchaser must schedule pickup of the used oil during the tank storage yard hours which are Monday through Friday 8:00 am to 4:00 pm. The purchaser must pickup the used oil within five business days after notification by Charleston AFB so that the tanks can be returned to use. If this cannot be accomplished within five business days, Charleston AFB reserves the right to remove the oil via other means. All Quotes should have the following information: 1.Price per gallon offered to the government for used oil $_________________(current price offered to the government) 2. Identify any possible fluctuations in the price per gallon offered to the government based on changing market condition. (Price Fluctuation should only reflect the possible market changes for one calendar year.) _name of company_ anticipate a possible fluctuation in the used oil market place From $_________per gallon to $_________per gallon The Government reserves all right to terminate for convenience at any time during the duration of this concessionaire.
