- 17. This is a Notice of Intent for solicitation F33657-03-R-2015. The Missile Defense Agency, Airborne Laser Program Office, located at Kirtland Air Force Base, NM, anticipates the procurement of the Airborne Laser (ABL) Infrastructure Sustainment Program. The objective of this acquisition is to purchase critical components for the ABL. The Government intends to solicit and negotiate with only one source for the proposed contract action under the authority of FAR 6.302. The Government anticipates that the team member who was responsible for the beam control subsystem in the Concept Design and Program Definition and Risk Reduction/Block 2004 contract will be the only responsible source capable of successfully competing for the Infrastructure Sustainment contract. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals
