Description
It is the intent of the National Library of Medicine (NLM) to negotiate with FUNDACRID on a sole source basis to improve access to health and disaster information in Latin America. Currently NLM has a contract with FUNDACRID (Contract No. N01-LM-0-3510) for similar activities in three Central American countries, Nicaragua, Honduras, and El Salvador. The success of this project has prompted interest in creating local disaster information centers in other countries in the region, including Guatemala and Panama. NLM has determined that the most appropriate mechanisms to assist in this effort are the development of a Disaster Information Center Toolkit , the evaluation of the existing centers, continued promotional materials and activities for the centers, and the creation of a mirror web site for the main Disaster Information Center at one of the existing local centers. NLM has determined that FUNDACRID, as the administrative arm for the Regional Disaster Information Center (CRID) for Latin America and the Caribbean, is uniquely qualified to conduct this project. CRID, which is based in Costa Rica, has the unique experience of collecting, indexing, and disseminating health and disaster information to many Latin American countries. Its organization was based on the structure and experiences of the Disaster Documentation Center, initiated by Pan American Health Organization/World Health Organization (PAHO/WHO) in 1990. FUNDACRID's mission is to develop a disaster preparedness and prevention culture in the region. FUNDACRID is the premiere source of health and disaster-related information produced by and for Latin America and the Caribbean. Taking advantage of, and strengthening the existing FUNDACRID infrastructure and experience to support the development of a Disaster Information Center Toolkit, promote and evaluate existing centers, and provide backup support via a mirror site will avoid duplication of effort, save resources, and indirectly benefit the other countries in the region. This notice of intent is not a request for competitive proposals, nor is a Request for Proposals available. However, all proposals received within forty-five days after the date of publication of this synopsis will be considered by the National Library of Medicine. See Numbered Note 22.
