Description
Solicitation 2003-N-00710, for these same services was posted on March 6, 2003. This solicitation was the small business set-aside portion of this requirement. The requirement now being advertised is the full and open competition portion. The Centers for Disease Control and Prevention (CDC) contemplates awarding a contract to supply technical support services to the CDC, its grantees, and other partners in the delivery of HIV, STD, and TB prevention programs, care/support included in Global Aids Program and related prevention services. In addition, technical support will be provided to strengthen the capacity of governmental and the non-governmental/community prevention infrastructure in support of HIV, STD, TB and related services; to assist in the implementation of systems to ensure the quality and integration of services (particularly HIV, STD, TB) as well as linkages to treatment and cure; and to provide technical assistance in all aspects of program planning, implementation, and evaluation. In order to accomplish this task, it is anticipated that the contractor will form partnerships with organizations having large networks of experts able to address the topics and needs of the Government and its grantees. The Contractor shall provide ongoing technical support in the form of consultation, guidelines, training, capacity building and performance of surveillance, prevention interventions, and program planning, management, and evaluation. The contractor shall be responsible for coordinating and conducting complex surveys, focus groups, workshops, and evaluations. Specifically, the contractor shall be required to perform complex evaluation study designs, case studies, economic evaluations, data collection and analysis, impact evaluations, onsite program assessments, pilot studies, demonstration programs; formative research services, and other relates tasks. The contractor shall be responsible for design, development, and implementation of training services for prevention programs including provision of curriculum development, training aids, and need assessments. It is anticipated that a multiple award of a cost-plus-fixed-fee task order contract will be made. The performance period for the entire contract will be 60 months. This will be a full and open competition requirement. The NAICS code for this procurement is 541611. See Numbered Note 26. Upon issuance, the RFP will be available on the Internet at www.eps.gov. The date specified for receipt of offers will be approximately 30 days after the solicitation issue date. The solicitation issue date will be on or about March 21, 2003.
