Description
The 12th Contracting Squadron at Randolph AFB intends to award on a sole source basis in accordance with FAR Part 6.302. Award will be made on a sole source basis to UpToDate, Inc, Wellesley, MA(Cage Code 1RLC2) under the Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation Number F4HQSG23080100 is issued as a request for quotation. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. The applicable SIC Code for this requirement is 7375, NAICS is 514191, and the size standard is $21.0. The requirement is to provide on-line services for physicians to be able to access the most up-to-date information within their specialty; recognize the clinical manifestations of a wide variety of diseases and describe current options for the comprehensive information on individual drugs. Topic reviews must include internal medicine specialties, pediatrics and ob/gyn, and must include MEDLINE abstracts of the journal articles. The information must have been reviewed by experts and the information presented in a final format for quick summaries of recommendations for care of the patients, diagnosis and etiology. The requirement is for the following bases: Randolph AFB, TX, Columbus AFB, MS, Maxwell AFB, AL, Little Rock AFB, TN, Luke AFB, AZ, Tyndall AFB, FL, Altus AFB, OK, Laughlin AFB, TX, Sheppard AFB, TX, and Vance AFB, OK. A total of 85 users must to able to log on from any web-enabled computer at anytime outside the listed facilities. The required delivery date is on or about 12 March 03. Delivery is FOB Destination. 52-252-2- The following clauses and provisions can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil: Provisions 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Provision 52.212-2, Evaluation - Commercial Items, is also applicable to this acquisition. The specific evaluation criteria for this provision is as follows: conformance to the specifications and price. Offers shall submit the following information: price proposal for the following: (a) A One (1) year Site subscription license for unlimited on-site access for the bases listed above and (b) a one (1) year Remote Site Subscription License allowing users to log on from any web-enabled computer at anytime outside the listed facilities, for 85 users for the above listed requirement. Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, which can be obtained at http://www.arnet.gov/far. Clause 52.212-4, Contract Terms and Conditions --Commercial Items. Paragraph (c) of this clause is tailored as follows: (c ) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes such as paying office, appropriate data, etc., which may be changed unilaterally by the Government. Reference FAR 52.212-4, Paragraph (n) is hereby tailored as follows: (n) Title. Unless specified elsewhere in this contract, title to items furnished by this contract shall pass to the government upon acceptance, regardless of when or where the Government takes physical possession. Title for commercially-available-off-the-shelf (COTS) Software is exempt from this paragraph. In addition, DFAR 252.204-7004, Required Central Contractor Registration. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government. All responsible parties capable of providing the above must submit a written price quote to include discount terms, cage code, and firm evidence of their ability to perform. All responses will be considered. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
