- Description
- The Naval Undersea Warfare Center, Division Newport, Rhode Island (NUWCDIVNPT) intends to negotiate for Administrative and Technical Support for NUWCDIVNPT Financial Management Department, Workforce Effectiveness Department, and Supply Management Office. This will primarily consist of on-site support for computer systems, computer programs, and data-processing facilities in those Departments. The work includes 15 separate tasks. The task for the Workforce Effectiveness Department includes program development and maintenance, and personnel department administrative and operations support. This tasking for the Workforce Effectiveness Department was previously advertised as Solicitation N66604-02-R-4700, and was cancelled. When it was cancelled, the Government anticipated re-advertising as Solicitation N66604-02-R-2951, which would include the 15 tasks being advertised here. This tasking will now be solicited in the Government?s fiscal year 2003 as N66604-03-R-0665. All 15 tasks were previously contracted for under Contract N66604-98-C-0167, and this acquisition will be a direct follow on to that Contract with Aquidneck Management Associates. Besides the tasking for the Workforce Effectiveness Department, support is required for the Travel Office, Disbursing Office, Incoming Funding, Executive Business Information System, Web Page for Financial Management Department, Financial Analysis and Reporting, Outgoing Funding, Accounting, Non-Labor and Labor MIS, Payroll, Plant Account, Operations, and Inventory Control. Labor categories include administrative assistant, accounting analyst, computer systems analyst, personnel administration and operations, computer operators, computer programmer, configuration management specialist, imaging systems operator, program managers, personnel assistant, personnel analyst, technical writer, clerks. The total level of effort is estimated to be 412,535 man-hours. The resulting contract will be a five-year definitive contract with cost plus award fee provisions. Award will be made on the basis of best value. Besides cost, both personnel and past performance will be evaluated. Both cost and technical proposals are required. This will be solicited as a 100% Small Business Set-Aside. The NAICS Code is 541513 with a size standard of $21M. The Service Contract Act applies. Organizational Conflict of Interest clauses for management support and access to proprietary data applies. The solicitation will be released on or after the end of December 2002. NAICS: 541513.
